HomeMy WebLinkAboutExhibit AEXHIBIT A CERTIFICATION AND DECLARATION OF RESULTS FOR THE RUN-OFF ELECTION HELD ON DECEMBER 9, 2025 STATE OF FLORIDA ) MIAMI-DADE COUNTY ) CITY OF MIAMI ) I, Todd B. Hannon, City Clerk of the City of Miami, Florida, do hereby certify that all necessary legal steps were taken in connection with the conduct of the City of Miami Run -Off Election held on December 9, 2025, including, though not limited to, the following: I. Friday, November 21, 2025: A. Commencing at approximately 10:00 a.m. the Miami -Dade County Supervisor of Elections (hereinafter "Supervisor of Elections") conducted a Logic and Accuracy Test of the touch screen and optical scan voting systems to be used for vote -by - mail, early voting, precinct ballots, and automated independent audit system for the City of Miami December 9, 2025 Run -Off Election (hereinafter "Run -Off Election") at the Office of the Supervisor of Elections located at 2700 NW 87th Avenue, Doral, Florida. B. A member from the City of Miami's Canvassing Board (hereinafter "Canvassing Board") compared the test results with the predetermined totals for each candidate used for the Logic and Accuracy Test and pursuant to the requirements established in Section 101.5612, Florida Statutes, observed the performance and results of all required tests and verified the correctness of the programs and equipment. C. I further certify that on Friday, November 21, 2025, two sets of documents containing the results of the Logic and Accuracy Tests validated that the tabulating equipment was functioning correctly and that said documents were signed off by the Supervisor of Elections and City Clerk. These documents were then placed in a sealed canvass bag using seal number 0051315. II. Thursday, December 4, 2025 through Friday, December 12, 2025 (except for December 9, 2025): A. The Supervisor of Elections allowed the public to inspect vote -by -mail ballots from 8:00 a.m. to 8:30 a.m.; and B. Allowed daily opportunity for candidates, political party officials, political committee officials, or authorized designees to inspect vote -by -mail ballots and ballot materials from 8:30 a.m. to 9:00 a.m. (only provided if a written request was received no later than 48 hours prior to the scheduled inspection). Page 1 of 4 Certification and Declaration of Results — December 9, 2025 Run -Off Election III. Thursday, December 4, 2025 through Friday, December 12, 2025 (except for December 9, 2025): A. On Thursday, December 4, 2025, commencing at approximately 10:00 a.m., a majority of the members of the Canvasing Board met to commence various tasks that included authorizing the Supervisor of Elections to begin the opening and processing of vote -by -mail ballots (as needed), duplication of ballots (as needed), and the scanning of ballots into the automated independent audit system (as needed). These tasks were continued by the Office of the Supervisor of Elections on an as -needed basis until Friday, December 12, 2025. IV. Tuesday, December 9, 2025: A. The Supervisor of Elections conducted tasks and functions including: i. Allowed the public to inspect vote -by -mail ballots from 11:30 a.m. to 12:00 p.m.; and ii. Allowed daily opportunity for candidates, political party officials, political committee officials, or authorized designees to inspect vote -by -mail ballots and ballot materials from 12:00 p.m. to 12:30 p.m. (only provided if a written request was received no later than 48 hours prior to the scheduled inspection); and iii. At approximately 12:30 p.m. vote -by -mail ballot opening and processing performed (as needed), duplication of ballots (as needed), and the scanning of ballots into the automated independent audit system (as needed). B. At approximately 5:00 p.m. the Canvassing Board met to perform various tasks that included canvassing of presumed invalid vote -by -mail ballots (as needed). C. At approximately 8:52 p.m., the tabulation of results was completed, and the Supervisor of Elections provided the UNOFFICIAL election results for the December 9, 2025 Run -Off Election. Pursuant to Sections 101.68(4) and 101.048(6), Florida Statutes, persons casting vote -by -mail and provisional ballots have the right to present written evidence supporting his or her eligibility to vote to the Supervisor of Elections by no later than 5:00 p.m. on the second day following the election. The deadline to provide said evidence was Thursday, December 11, 2025, by 5:00 p.m. V. Friday, December 12, 2025: A. The Canvassing Board met at the Office of the Supervisor of Elections at approximately 1:00 p.m. to canvass presumed invalid vote -by -mail ballots and provisional ballots as needed. Pursuant to Sections 101.68(4) and 101.048(6), Florida Statutes, persons casting vote -by -mail and provisional ballots have the right to present written evidence supporting his or her eligibility to vote to the Supervisor of Elections by no later than 5:00 p.m. on the second day following the Page 2 of 4 Certification and Declaration of Results — December 9, 2025 Run -Off Election election. The deadline to provide said evidence was Thursday, December 11, 2025, by 5:00 p.m. After the Canvassing Board took final determinative action on the presumed invalid vote -by -mail ballots and provisional ballots, I received the certified OFFICIAL election results for the Run -Off Election from the Office of the Supervisor of Elections. The official election results are on file with the Office of the City Clerk. B. Additionally, I received the contents of the sealed canvass bag numbered 0051315. The contents included a verified Logic and Accuracy certification, test reports, and test materials. VI. I further certify and declare that: • for Mayor, Eileen Higgins received the greatest number of votes cast and is hereby declared to have been elected as City of Miami Mayor; and Page 3 of 4 Certification and Declaration of Results — December 9, 2025 Run -Off Election • for District 3 Commissioner, Rolando Escalona received the greatest number of votes cast and is hereby declared to have been elected as Miami City Commissioner for District 3. VIII. Tuesday, December 16, 2025: A. On Tuesday, December 16, 2025, commencing at approximately 9:00 a.m., a majority of the members of the Canvasing Board met to conduct an automated post -election audit in accordance with Florida Division of Elections Rule 1 S- 5.026. The Office of the Supervisor of Elections used the Clear Ballot automated independent audit system to conduct the post -election audit for all ballots cast in every precinct associated with the December 9, 2025 Run -Off Election. Upon completion of the audit, I received the Voting System Post -Election Audit Report and Post -Election Audit Comparison Report.
