A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
PURSUANT TO SECTION 18-85(A) OF THE CODE OF THE CITY OF MIAMI,
FLORIDA, AS AMENDED ("CITY CODE"), BY A FOUR -FIFTHS (4/5THS)
AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC HEARING,
RATIFYING, APPROVING, AND CONFIRMING THE CITY MANAGER'S
FINDINGS, ATTACHED AND INCORPORATED AS EXHIBIT "A," THAT
COMPETITIVE NEGOTIATION METHODS AND PROCEDURES ARE NOT
PRACTICABLE OR ADVANTAGEOUS FOR THE CITY OF MIAMI ("CITY") AND
WAIVING THE REQUIREMENTS FOR SAID PROCEDURES; AUTHORIZING
GRANT FUNDS FROM THE DISTRICT 1 COMMISSIONER'S SHARE OF THE
CITY'S ANTI -POVERTY INITIATIVE IN A TOTAL AMOUNT NOT TO EXCEED
ONE MILLION FIVE HUNDRED THIRTEEN THOUSAND EIGHT HUNDRED
TWENTY DOLLARS ($1,513,820.00) TO SUNSHINE FOR ALL, INC., A
FLORIDA NOT FOR PROFIT CORPORATION ("SUNSHINE FOR ALL"), IN
SUPPORT OF THE SENIOR MEALS PROGRAM AND THE DISTRICT 1
RESOURCE CENTER PROGRAM (COLLECTIVELY "PROGRAMS");
FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE ANY AND ALL DOCUMENTS NECESSARY, ALL IN FORMS
ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.

WHEREAS, the City of Miami ("City") created the Anti -Poverty Initiative ("API") to
address poverty based on a strategy of focusing the provision of support towards the City's
residents achieving self-sufficiency; and
WHEREAS, Sunshine for All, Inc., a Florida not for profit corporation ("Sunshine for All"),
is seeking One Million Three Hundred Sixty -Three Thousand Eight Hundred Twenty Dollars and
Zero Cents ($1,363,820.00) of funding for their Senior Meals Program which will deliver meals
to 400 low-income homebound elderly residents within District 1 of the City; and
WHEREAS, Sunshine for All is also seeking One Hundred Fifty Thousand Dollars and
Zero Cents ($150,000.00) of funding for their District 1 Resource Center Program to provide
residents with comprehensive services related to housing stability, community engagement, and
the health and wellness; and
WHEREAS, in addition to the Senior Meals Program and the District 1 Resource Center
Program (collectively "Programs"), Sunshine for All provides case management, social service
referrals, and quality control services; and
WHEREAS, the City's District 1 Commissioner ("Commissioner") wishes to provide grant
funds from the Commissioner's share of the City's API in an aggregate amount not to exceed
One Million Five Hundred Thirteen Thousand Eight Hundred Twenty Dollars and Zero Cents

($1,513,820.00) ("Funds") to Sunshine for All for the Programs; and
WHEREAS, pursuant to Section 18-85(a) of the Code of the City of Miami, Florida, as
amended ("City Code"), the City Manager has made a written finding, attached and incorporated
as Exhibit "A," that competitive negotiation methods and procedures are not practicable or
advantageous for the City's provision of the Funds for the Programs; and
WHEREAS, the City Manager is requesting authority from the City Commission to
negotiate and execute any and all documents necessary, all in forms acceptable to the City
Attorney, for said allocation of Funds for the Programs;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. Pursuant to Section 18-85(a) of the City Code, by a four -fifths (4/5ths)
affirmative vote, after an advertised public hearing, the City Manager's written findings, attached
and incorporated as Exhibit "A," that competitive negotiation methods and procedures are not
practicable or advantageous for the City's provision of the Funds for the Programs and waiving
the requirements for said procedures, are hereby ratified, approved, and confirmed.
Section 3. The City Manager is authorized' to allocate the Funds from the
Commissioner's share of the City's API to Sunshine for All for the Programs.
Section 4. The City Manager is further authorized' to negotiate and execute any and all
documents necessary, all in forms acceptable to the City Attorney, for said purpose.
Section 5. This Resolution shall become effective immediately upon its adoption.
