CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: FROM: Arthur Noriega V DATE: Tuesday, December City Manager 16, 2025 Lillian Blondet Director, Office of Grants Administration SUBJECT: FILE: API Allocation of $1,513,820 to Sunshine for All, Inc. for API Senior Meals Program and District 1 Resource Center, District 1, Commissioner Gabela — Four Fifth Waiver REFERENCES: ENCLOSURES: BACKGROUND The City of Miami ("City") created the Anti -Poverty Initiative to address poverty and focus on providing support to its residents. Sunshine for All, Inc. (the organization), a Florida Not for Profit Corporation, is dedicated to serving the needs of Miami Dade County's vulnerable residents through the delivery and coordination of social and quality control services to low income and at -risk segments of society. The organization will utilize $1,363,820.00 of this allocation for the API Senior Meals Program for District 1 to provide home bound meals to 400 low-income elderly residents, five (5) days a week in District 1. Additionally, the organization will use the remaining $150,000 of this allocation for the District 1 Resource Center to aid 400 elderly residents through the delivery and coordination of social and quality control services to low income and at -risk segments of society. The organization's services will now include overseeing a community hub for support, access and empowerment, through increasing economic stability, and fostering community engagement. The intent is to improve housing stability, and the health and wellness of Senior residents in District 1. As they are familiar with the needs of the community and requirements imposed by the City, it would be advantageous to the City to expedite the allocation and waive procurement requirements at this time. Providing these funds to the organization will allow residents to obtain these services immediately, with no added time for the procurement process, which could take over 30-40 days. RECOMMENDATION In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the same to the City Commission for ratification by a four -fifths vote is respectfully requested.
