Background of Item: Pursuant to Resolution No.R-25-0431, adopted on October 9, 2025, the City of Miami apportioned Five Million, Two Hundred Fifty Thousand, Two Hundred Fifty -One and 19/100 Dollars ($5,250,251.19) in available funds between the five (5) Commission Districts pursuant to the Anti -Poverty Initiative ("API") Formula for the Commissioner of each District to allocate and appropriate by future resolutions(s) to district specific affordable housing and/or senior rental assistance programs. The Office of the District 5 Commissioner was apportioned One Million, Two Hundred Eighty -Four Thousand, and 00/100 Dollars (1,284,000.00) for affordable housing and/or senior rental assistance programs pursuant to the API Formula. On December 12, 2019, pursuant to Resolution No. R-19-0516, the City Commission approved the creation of the permanent senior Rental Assistance Program, as amended from time to time ("Senior Rental Assistance Program"). The goal of the Program is to alleviate the burden caused by dramatic rent increases for the senior residents who are on a fixed income and find it difficult to afford rising rent. Due to the high rents and cost of living in the City, the Office of the District 5 Commissioner wishes to allocated Five Hundred Fifty Thousand and 00/100 Dollars ($550,000.00) of its funds to support its "District 5 Senior Rental Assistance Program," to provide additional funding to the Senior Rental Assistance Program to assist District 5 senior residents that are currently facing eviction and require rental assistance ("District 5 Program"). The District 5 Commissioner ("Commissioner") wishes to provide funds in an amount not to exceed Five Hundred Fifty Thousand and 00/100 Dollars ($550,000.00) ("Funds") for the Program. The City Commission finds that this allocation is an allowable use and complies with the provisions of Resolution No. R-25-0431. The City Manager is requesting authority from the Commission to negotiate and execute any and all documents necessary, all in a forms acceptance to the City Attorney, for the allocation of the Funds for the Program. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to allocate the Funds for the Program, as specified in Exhibit "A," attached and incorporated,. Section 3. The City Manager is further authorized' to negotiate and execute any and all necessary documents, modification, and amendment, all in a form acceptable to the City Attorney, for said purpose. Section 4. The use, allocation, and appropriation of the funds referenced herein is subject to all federal, State, and local laws that regulate the use of such funds and the receipt of all necessary approvals, including, but not limited to the City Attorney. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
