HomeMy WebLinkAboutR-26-0005City of Miami Resolution R-26-0005 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 18627 Final Action Date: 1/8/2026 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ESTABLISHING A SPECIAL REVENUE PROJECT TITLED "HMIS STAFFING PROGRAM PC-2526-STAFF-1, AND IDENTIFICATION ASSISTANCE PROGRAM PC-2526-ID-1" AND APPROPRIATING FUNDS, IN AN AMOUNT NOT TO EXCEED THIRTY SEVEN THOUSAND ONE HUNDRED SIXTY SIX DOLLARS ($37,166.00), CONSISTING OF A GRANT FROM MIAMI-DADE COUNTY THROUGH THE MIAMI-DADE COUNTY HOMELESS TRUST ("COUNTY"), WITH NO CITY OF MIAMI ("CITY") MATCHING FUNDS REQUIRED, TO ASSIST HOMELESS INDIVIDUALS WITH THE REPLACEMENT OF LOST IDENTIFICATIONS AND STAFFING FOR THE HOMELESS MANAGEMENT INFORMATION SYSTEM ("HMIS"); AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT WITH THE COUNTY FOR SAID PURPOSE, IN SUBSTANTIALLY THE ATTACHED FORM, CONDITIONED UPON THE AVAILABILITY OF THE CITY RESOURCES THAT MAY BE REQUIRED TO IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE WITH SAID GRANT; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE UP TO TWO (2) ADDITIONAL ONE-YEAR RENEWALS AND ALL AMENDMENTS TO THE AGREEMENT OR DOCUMENTS NECESSARY, ALL IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, IN FURTHERANCE OF THE GRANT. WHEREAS, the City of Miami ("City") has been awarded a grant in an amount not to exceed thirty seven thousand one hundred sixty six dollars ($37,166.00) ("Grant") from Miami - Dade County through the Miami -Dade County Homeless Trust ("County"), with no City match funds required, to assist homeless individuals with the replacement of lost identifications and staffing for the Homeless Management Information System ("HMIS"), during the Fiscal Year 2025-2026; and WHEREAS, the City's Department of Human Services ("Department") will utilize the Grant for its Homeless Services Division to assist homeless individuals in obtaining replacement identifications and to provide staffing for the HMIS for a twelve (12) month period, and WHEREAS, it is appropriate for the City Manager to enter into a grant agreement, in substantially the attached form ("Agreement"), between the City and the County for acceptance of the Grant for said propose, to establish a new special revenue project for the appropriation of the Grant, and to negotiate and execute any and all amendments to the Agreement, and any other necessary documents, all in a form acceptable to the City Attorney, in order to implement and allocate the acceptance of said Grant; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: City of Miami Page 1 of 2 File ID: 18627 (Revision:) Printed On: 1/13/2026 File ID: 18627 Enactment Number: R-26-0005 Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized to execute the Agreement, in substantially the attached form, between the County and the City accepting the Grant, with no City matching funds required, to assist homeless individuals with obtaining replacement of lost identifications and staffing the HMIS, conditioned upon the availability of the City resources required to implement the acceptance of and compliance with said Grant. Section 3. The following new Special Revenue Project is hereby established with resources for the same appropriated as described below: PROJECT TITTLE: HMIS Staffing Program-PC-2526-STAFF-1, Identification Assistance Program-PC-2526-ID-1. RESOURCES: The Miami -Dade County Homeless Trust $37,166.00 APPROPRIATIONS: For assistance to homeless individuals with the replacement of lost identifications, and for the provision of staffing for the HMIS. $37,166.00 Section 4. The City Manager is further authorized' to negotiate and execute up to two (2) additional one-year renewals to the Agreement, and all amendments, documents necessary, all in form acceptable to the City Attorney, in order to implement and allocate the acceptance of said Grant Award. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: rge Wyy ng III, C ty ttor -y 12/28/2025 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
