Purpose of Item:
It is respectfully recommended that the Honorable Mayor and the City Commission
adopt the attached resolution to accept funds as Agreement, to the Special Revenue
Project titled "Outreach Salary Match -PC-2526-STAFF-3" and accepting and
appropriating funds in an amount not to exceed One hundred Thirty -Five Thousand
Dollars ($135,000.00) ("Agreement") consisting of a grant from Miami -Dade County
through the Miami -Dade County Homeless Trust ("County") for the operation of the
Homeless Services Division of the City of Miami Department of Human Services
("Department) for Fiscal Year 2025-2026 for a twelve-month period, to support the
outreach staff salaries and fringe benefits of the Department of Human Services -
Homeless Division.
Background of Item:
In Fiscal Year 2025-2026, The Miami -Dade Homeless Trust ("Trust") desired to provide
funds to the Homeless Services Division of the Department of the Human Services
("Department") of the City of Miami ("City"), Homeless Assistance Program to support
the outreach staff salaries and fringe benefits of the Homeless Division -Department of
Human Services ("Department").

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A SPECIAL REVENUE PROJECT TITLED "OUTREACH SALARY
MATCH PROGRAM PC-2526-STAFF-3" AND APPROPRIATING FUNDS, IN AN
AMOUNT NOT TO EXCEED ONE HUNDRED THIRTY-FIVE THOUSAND
($135,000.00), CONSISTING OF A GRANT FROM THE MIAMI-DADE COUNTY
THROUGH THE MIAMI-DADE COUNTY HOMELESS TRUST ("COUNTY") FOR A
TWELVE (12) MONTH PERIOD, WITH NO CITY OF MIAMI ("CITY") MATCHING
FUNDS REQUIRED, TO SUPPORT THE OUTREACH STAFF SALARIES AND
FRINGE BENEFITS OF THE CITY OF MIAMI ("CITY) DEPARTMENT OF HUMAN
SERVICES ("DEPARTMENT") HOMELESS SERVICES DIVISION; AUTHORIZING
THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT WITH THE COUNTY
FOR SAID PURPOSE, IN SUBSTANTIALLY THE ATTACHED FORM, CONDITIONED
UPON THE AVAILABILITY OF THE CITY RESOURCES THAT MAY BE REQUIRED
TO IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE WITH THE GRANT;
FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE UP TWO (2)
ADDITIONAL ONE-YEAR RENEWALS TO THE AGREEMENT AND DOCUMENTS
NECESSARY, ALL IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, IN
FURTHERANCE OF THE GRANT.
WHEREAS, the City of Miami ("City") has been awarded a grant in an amount not to
exceed of One hundred Thirty -Five Thousand Dollars ($135,000.00) from Miami -Dade County
through the Miami -Dade County Homeless Trust ("County") to support the staff salaries and
fringe benefits of the Outreach Staff of the Homeless Services Division of the City of Miami
Department of Human Services ("Department) for Fiscal Year 2025-2026; and
WHEREAS, the Grant funds are for a twelve (12) month period with no City matching
funds required; and
WHEREAS it is appropriate for the City Manager to enter into a Grant Agreement with
the County for acceptance of the Grant for said propose, in substantially the attached form
("Agreement"), and to establish a new special revenue project for the appropriation of the Grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to execute the Agreement, in substantially to

attached form, between the County and the City accepting the Grant in an amount not to exceed
One hundred Thirty -Five Thousand Dollars ($135,000.00) for twelve (12) month period, with no
City matching funds required, to support the outreach staff salaries and fringe benefits of the
Department of Human Services- Homeless Division conditioned upon the availability of the City
resources that may be required to implement the acceptance of and compliance with said Grant.
Section 3. The following new Special Revenue Project is hereby established with
resources for the same appropriated as described below:
PROJECT TITTLE: Outreach Salary Match Program.
PC-2526-STAFF-3.
RESOURCES:
The Miami -Dade County Homeless Trust $135,000.00
APPROPRIATIONS: To support the outreach staff salaries
and fringe benefits of the Homeless Services
Division of the Department of Human Services.
$135,000.00
Section 4. The City Manager is further authorized' to negotiate and execute up to two
additional one-year renewals to the Agreement and all amendments, documents necessary, all
in form acceptable to the City Attorney, in order to implement and allocate the acceptance of
said Grant Award.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
