WITHIN THE OMNI REDEVELOPMENT AREA
THIS AGREEMENT, made and entered into this ttj day of mbg, f , 2025,.
by and between the OMNI`Redevelopment District Community. Redevelopment Agency ("CRA")
and the CITY OF MIAMI, Florida (hereinafter, the "City"), is for theinstallation, integration, and
monitoring of Real Time Crime Center ("RTCC") cameras within the. Omni Community
Redevelopment Area.
WHEREAS, the CRA desires to -contract with the City for the installation, integration, and
monitoring of RTCC cameras within a specified 'area. of the City known as the Omni
Redevelopment Area (hereinafter, the "Redevelopment Area") for the purpose of enhancing public
safety and supporting crime prevention efforts to .benefit. the residents, businesses, and visitors of
the Redevelopment Area; and
WHEREAS, the City, by and throughits police department, the City of .Miami Police
Department (hereinafter, the "Police Department"), desires to assist in the effort by overseeing the
installation, integration, and monitoring of RTCC cameras within the boundaries of the Omni
Redevelopment Area; and
WHEREAS, on April 10, 2025, the Board of ComMissioners of the CRA ("Board")
adopted Resolution No. CRA-R-25-0015, which authorized the allocation of fundsby the CRA to
the City, in an amount not to exceed Two Hundred Fifty Thousand and 00/100 Dollars
($250,000.00), for the installation, integration, and monitoring of RTCC cameras within the CRA's
boundaries; and
WHEREAS, the City shall utilize the. -allocated funds for the installation and integration
of RTCC cameras within the Omni Redevelopment Area until such funds are fully expended, for
the purpose of enhancing public safety and improving surveillance.infrastrueture within:the CRA's
boundaries, and will be responsible for any future maintenance of the cameras necessary to ensure
their continued operation; and
WHEREAS, the City and the CRA now wish to enter into this Agreement to set forth the
terms and conditions relating to the use of said funds.
NOW THEREFORE, in consideration of the mutual promises and covenants contained
herein, and other goods and valuable considerations, the receipt and adequacy of which are
acknowledged, the CRA and the City agrees as follows:
1.0 Recitals. The foregoing recitals are true and correct and are hereby incorporated
into this Agreement.
2.0 Services Provided by the City:

2.1 The City agrees to undertake the installation, integration, and monitoring of
additional RTCC cameras within the boundary area of the City known as the Omni Redevelopment
Area.
2.2 The City agrees and :understands that the services under the terms of this
Agreement, by and through the City of Miami Police Department, will be supplemental to the
general surveillance and monitoring efforts within the Omni Redevelopment Area, specifically for
the installation, integration, and ongoing monitoring of cameras aimed at enhancing public safety
and improving real-time crime monitoring capabilities within the Redevelopment Area.
2.3 The duties and extent of services, including additional resources and purchases,
shall be coordinated with the CRA and shall include, but nit be limited to, working collaboratively
to identify and prioritize strategic locations for the installation, integration, and monitoring of
additional cameras within the Omni Redevelopment Area.
(a) The City, by and through the Police Department, will incorporate the monitoring of
additional cameras installed within the Omni Redevelopment Area' into the
responsibilities of existing personnel assigned to the Real Time Crime Center.
(RTCC). 'Monitoring will align with peak days and times identified through crime
analysis and will support public safety efforts through real-time surveillance and
information dissemination.
(b) Sworn officers or trained personnel assigned to monitor the cameras within the
Omni Redevelopment Area shall at all times remain subject to the City of Miami
Police Department's chain of command and under the City of Miami Police
Department's policies, regulations, departmental orders, and standard operating
procedures..
(c) Equipment installed or used within the Omni Redevelopment Area in connection
with this initiative may be outfitted with the CRA's logo or other CRA visual
identifiers. All identifying materials or features on the equipment shall be subject
to the final approval of the City's Chief of Police.
(d) Equipment purchased with Omni CRA funds shall be installed and used exclusively
within the boundaries of the Omni Redevelopment Area. Personnel assigned by the
City shall be responsible for ensuring that such equipment is properly installed and
remains within the designated area
(e) The City will provide police officers assigned to the Redevelopment Area with
crime analysis and intelligence information consistent with that provided to other
patrol Details within the Police Department upon request. This information, along

with requests from the CRA Executive Director or their designee, will be used to
guide the location and timing of surveillance activities within the Omni
Redevelopment Area.
(f) It is further agreed that, to the extent necessary, the personnel assigned to monitor
the cameras within the Omni Redevelopment Area will appear as witnesses in civil
depositions or other court proceedings where the issue includes criminal or quasi -
criminal conduct within the Omni Redevelopment Area, as captured by the
surveillance cameras.
(g)
The City will assign personnel to monitor the camera systems within the
Redevelopment Area and submit weekly After -Action reports to the City's Chief
of Police and the CRA Executive Director. The report will include the areas and
times of camera surveillance, any significant incidents captured, and any
developments that should be brought to the attention of the Police Department and
the CRA. The format and content of the report may be adjusted as necessary to
meet the needs of the City or the CRA.
(h) The City agrees to provide the assigned personnel monitoring the additional camera
systems in the Redevelopment Area with the necessary equipment to effectively
carry out their duties under this Agreement. This may include, but is not limited to,
tools needed for camera monitoring and data analysis.
(i)
The Police Department will provide supervision, control, and direction of work
activities and assignments of personnel monitoring the camera systems in the Omni
Redevelopment Area, including any necessary disciplinary actions. The Police
Department will also be responsible for the compensation, benefits, and injury
benefits for the personnel assigned to monitor these systems, as well as any damage
to their property or the City's property during the installation, maintenance, or
operation of the camera systems within the Redevelopment Area. The personnel
monitoring the cameras will be subject to the oversight of the Police Department's
chain of command, with the designated supervisor reporting to the appropriate
command officer as per established procedures.
(j) The City's Chief of Police shall designate a command officer to serve as the Omni
CRA Liaison Commander, who will work in coordination with the CRA's
Executive Director, or their designee. The Omni CRA Liaison Commander will
perform the following duties:
(1)
Coordinate the dissemination and processing of surveillance footage and
related security reports, ensuring that the monitoring of the cameras and
other security systems is handled effectively. They will oversee the

coordination of duties and responsibilities, ensuring smoothoperations of
surveillance effort and assisting with problem resolution as needed.
(2) Establish andmaintainan ongoing line of communication with City's police
personnel overseeing the camera systems and any related security
operations.
(3) Prepare monthly reports in accordance with Section 4.2 of this Agreement,
detailing the camera monitoring activities and incidents of interest for
review by the CRA's Executive Director and the City's Chief of Police.
(4) Assist or advise in the planning and implementation of other security
camera placements and any additional tools or equipment necessary to
support effective monitoring and public safety efforts within the
Redevelopment Area.
(5)
Establish a clearly defined process .for reporting incidents captured by the -
surveillance cameras that may require further attention or action within the
Redevelopment Area.
2.4 The installed RTCC camera systems within the Redevelopment Area shall be
operated by the City's Police Department through the RTCC to further support the enhanced police
service detail, as authorized by Resolution CRA-R-25-0016 adopted on April 10, 2025. These
systems will allow for the instant monitoring and/or recording of video images to help prevent
crime, support investigations, and assist in apprehending individuals engaged in criminal activity
within the Redevelopment Area. Personnel will be assigned to the RTCC to monitor these systems
during peak times.
2.5 The City's Police Department agrees to operate, and maintain, at its own risk and
expense, all camera equipment, hardware, or software.
3.0 Enforcement of Laws and Regulations. The authority of personnel assigned to
monitor surveillance systems within Redevelopment Area, to enforce the laws of the United States,
the State of Florida, and the Code of the City of Miami shall not be affected by the terms of this
Agreement. Similarly, nothing herein shall be construed as permitting or authorizing such
personnel to act in violation of any law or their sworn obligations.
4.0 Communications, Reporting and Evaluation:
4.1 Communications. The City agrees that the CRA's Executive Director will have
access to all public information not exempt from disclosure under Chapter 119, Florida Statutes,
which in any way deals with criminal activity Within the Redevelopment Area captured by the

surveillance systems covered by this Agreement. It is further agreed that, upon request pursuant to
Chapter 119 and to the statutory rate, the City's Police Department will provide the CRA's
Executive `Director with copies of such incident reports, arrest reports, or other public documents.
that document or substantiate actual or potential criminal activity in or connected with the
Redevelopment Area as captured by the surveillance systems.
4.2 Reporting. The Police Department will require all personnel assigned to monitor
surveillance systems within the Redevelopment Area to complete a monthly log and forward the
original report to the "CRA's Executive Director upon request. At the Omni CRA Liaison
Commander's discretion, this report may include, but not be limited to, the following data:
(a) Hours worked by personnel monitoring surveillance systems;
(b) Calls/requests for service -related to surveillance. monitoring;
(c) Referrals to City/OMNI CRA/other agencies based on monitoring;
(d) Suspicious persons/name/description/vehicle license number identified by
personnel monitoring surveillance;
(e) Vehicles abandoned/towed/stolen identified through surveillance;
(f) Drug paraphernalia confiscated/found by personnel monitoring;
(g) Arrests/citations based on surveillance monitoring;
(h) Property stolen/recovered identified through personnel monitoring;
(i) Assistance to residents and visitors based on surveillance monitoring;
(j) Individuals recorded engaging in graffiti -related activities;
(k) Weapons violations/seized through surveillance monitoring
The City's Police Department will be responsible for media coordination. The City's Police
Department will relay information related to any major crime or incident that occurs within the
Redevelopment Area and is identified by personnel monitoring surveillance systems to the CRA's
Executive Director, preferably before the media is informed, or as soon as possible thereafter.
4.3 Evaluation. The City and the CRA agree that evaluations of the effectiveness of
the surveillance cameras within the Omni CRA Detail shall include:
(a) Hours of camera footage reviewed and monitored;
(b) Response time to incidents captured on the surveillance system;
(c) Comparison of crime and workload in the targeted area before and after
camera installation;
(d) Number of crimes detected through surveillance;
(e) Number of arrests made or citations issued based on surveillance footage;
(f) Vehicles towed based on surveillance identification;
(g) Positive contacts or interventions resulting from surveillance;
(h) Referrals made based on surveillance data;
(i) Trespassers identified and removed as a result of surveillance;
(j) Calls for service initiated from surveillance footage;
(k) Weapons seized through surveillance monitoring;
(1) Property stolen or recovered through surveillance footage;
(m) Community feedback regarding the effectiveness of the surveillance cameras.
It is further agreed, to facilitate the evaluation, the City will provide comparable crime
information for the City as a whole to evaluate what proportion of activities City-wide occur
within or near the Redevelopment Area as monitored by personnel.
5.0 Plan of Operation. The objectives and plan for utilizing personnel to monitor
surveillance systems within the Redevelopment Area shall align with the existing guidelines of the
RTCC. If, during the term of this Agreement, either party wishes to amend the scope of the plan,
they may submit a written request for consideration, which must be executed by both parties.
6.0 Term of Contract. The term of this Agreement shall be effective upon the
signing of all stakeholders and shall remain in effect until the Omni Redevelopment District
Community Redevelopment Agency sunsets.
7.0 Compensation to the Citv. For services provided, OMNI CRA shall compensate
the City as follows:
7.1 Under this Agreement, the CRA shall budget an amount not to exceed Two
Hundred Fifty Thousand and 00/100 Dollars ($250,000.00) to reimburse the City's Police
Department for the cost of equipment and software related to the installation and integration of the
surveillance system. The City will provide the CRA with an invoice for the total cost of the
installation and integration until the allocated amount is depleted. These costs include all
expenditures related to the equipment and installation.
7.2 Payments will be made only after receipt and approval of invoices by the CRA's
Executive Director. The City acknowledges that payments to the City under this Agreement shall
not exceed Two Hundred Fifty Thousand and 00/100 Dollars ($250,000.00). Any unused funds
shall remain with the CRA.
8.0 Termination:
8.1 The CRA may terminate this Agreement upon ninety (90) days written notice to
the City. Such notice shall be delivered by Certified Mail with Return Receipt Requested to the
city officials and addresses specified in section 10.0 of this Agreement. Upon the termination of
this Agreement, or the termination or any subsequent renewals of this Agreement, the CRA shall
discontinue any use, and shall not have any claim of interest to, hardware, software, and any other
items purchased pursuant to this Agreement. Upon termination of this Agreement, the CRA shall
immediately relinquish any interest in all equipment and any other police items to the City. Upon
the termination of this Agreement, or the termination of any subsequent renewals of this
Agreement, ownership of the CCTV camera equipment and/or any related hardware or software
shall remain with the City.

8.2 The City may terminate this Agreement upon ninety (90) days written notice to the
CRA. Such notice shall be delivered Certified Mail with Return Receipt Requested to the CRA
Director at the address specified in section 10.0 of :this Agreement.
9.0 Notices. Any notices required pursuant to the terms of this shall be in writing and
sent by certified mail or delivered by personal service to the addresses of each of the parties hereto,
as specified below:

10.0 Construction of Laws. The agreement between the parties shall consist of the terms
contained in this Agreement and any subsequent written addendum agreed upon and executed by both
parties pursuant to the laws of Florida.
11.0 Counterparts and Electronic Signatures. This Agreement may be executed in any
number of counterparts, each of which so executed shall be deemed to be original and such counterparts
shall together constitute but one and the same Agreement. The parties shall be entitled to sign and transmit
an electronic signature of this Agreement (whether by facsimile, PDF, or other email transmission) which
signatures shall be binding on the party whose name is contained therein. Any party providing an electronic
signature agrees to promptly execute and deliver to the other parties an original signed Agreement upon
request.
12.0 Severabilitv. If any provision of this Agreement or application thereof to any person or
situation shall to any extent, be held invalid or unenforceable, the remainder of this Agreement, and the
application of such provisions to persons or situations other than those as to which it shall have been held
invalid or unenforceable shall not be affected thereby, and shall continue in full force and effect, and be
enforced to the fullest extent permitted by law.
13.0 Modification of Agreement. This Agreement may be modified upon mutual consent of
both parties, the OMN_I CRA Executive Directormay negotiate and enter into additional binding terms or
modification of terms of this agreement without prior approval of the Board. The modification shall be in
writing and executed by the City Manager and. the CRA's Executive Director.
14.0 Binding Authority. Each person signing this Agreement on behalf of either party
individually warrants that he or she has full legal power to execute this Agreement on behalf of the party
for whom he or she is signing, and to bind and obligate such party with respect to all provisions contained
in this Agreement.
15. Governing Law. This Agreement shall be governed by the laws of the State of
Florida, with venue lying in Miami-Dade'County, Florida.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE ACCEPTANCE OF FUNDS FROM THE OMNI
REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY
("OMNI CRA"), IN AN AMOUNT NOT TO EXCEED TWO HUNDRED AND FIFTY
THOUSAND DOLLARS ($250,000.00), TO UNDERWRITE COSTS
ASSOCIATED WITH THE INSTALLATION, INTEGRATION, AND MONITORING
OF REAL TIME CRIME CENTER ("RTCC") CAMERAS TO ENHANCE PUBLIC
SAFETY WITHIN THE BOUNDARIES OF THE OMNI CRA; AUTHORIZING THE
CITY MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT, IN
SUBSTANTIALLY THE ATTACHED FORM, INCLUDING AMENDMENTS,
EXTENSIONS NECESSARY THEREAFTER; FURTHER AUTHORIZING THE
CITY MANAGER TO DESIGNATE THE CHIEF OF POLICE OR ANY OTHER

WHEREAS, the City of Miami ("City") is responsible for public safety throughout the
City, which includes the Omni Community Redevelopment Agency's ("Omni CRA")
Redevelopment Area ("Area"); and
WHEREAS, Section 163.340(23), Florida Statutes, provides a means for Community
Redevelopment Agencies to address crime through "community policing innovations,"
which is defined as "policing technique or strategy designed to reduce crime by reducing
opportunities for, and increasing the perceived risks of engaging in, criminal activity through
visible presence of police in the community, including, but not limited to, community
mobilization, neighborhood block watch, citizen patrol, citizen contact patrol, foot patrol,
neighborhood storefront police stations, field interrogation, or intensified motorized patrol";
and
WHEREAS, pursuant to CRA Resolution No. R-25-0015, adopted on April 10, 2025,
the Board of Directors of the Omni CRA authorized the Executive Director of the Omni CRA
to negotiate and execute an agreement with the City of Miami ("City") providing funds in an
amount not to exceed $250,000.00 ("Funds") for the installation, integration, and monitoring
of cameras in the Omni CRA Area by the Miami Police Department's ("MPD") Real Time
Crime Center ("RTCC") to enhance response capabilities and public safety efforts; and
WHEREAS, the City, by and through the MPD, will utilize said Funds for the
installation, integration, and monitoring of RTCC cameras within the Omni CRA until such
Funds are fully expended and will be responsible for any future maintenance of the cameras
necessary to ensure their continued operation; and

WHEREAS, the Omni CRA authorized the Funds to be disbursed to the City on a
reimbursement basis upon presentation of invoices and satisfactory documentation; and
WHEREAS, no matching funds are required from the City; and
WHEREAS, the City Commission wishes to accept said Funds;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
hereby adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The acceptance of Funds from the Omni CRA to the City to underwrite
costs associated with the installation, integration, and monitoring of RTCC cameras within
the boundaries of the Omni CRA is authorized.'
Section 3. The City Manager is authorized' to negotiate and execute the
agreement, including amendments, extensions, and any other necessary documents, in
substantially the attached form.
Section 4. The City Manager is further authorized' to designate the Chief of Police
or other designee to negotiate and execute any and all other necessary documents, all in
forms acceptable to the City Attorney, for said purpose.
Section 5. This Resolution shall become effective immediately upon its adoption
and signature of Mayor.2
APPROVED AS TO FORM AND CORRECTNESS:
1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City of Miami Commission.

WHEREAS, the Omni Redevelopment District Community Redevelopment Agency
("Omni CRA") is committed to enhancing public safety within its redevelopment area, consistent
with the objectives outlined in the 2019 Redevelopment Plan ("Plan"); and
WHEREAS, the Plan emphasizes crime prevention and security measures as essential
components in improving the quality of life for residents and businesses within the Omni CRA
boundaries, as referenced on page 4-47 of the Plan; and
WHEREAS, Section 163.340(23) Florida Statutes, provides a means for community
redevelopment agencies to address crime through "community policing innovations," which is
defined as "policing technique or strategy designed to reduce crime by reducing opportunities
for, and increasing the perceived risks of engaging in, criminal activity through visible presence
of police in the community, including, but not limited to, community mobilization, neighborhood
block watch, citizen patrol, citizen contact patrol, foot patrol, neighborhood storefront police
stations, field interrogation, or intensified motorized patrol"; and
WHEREAS, the Omni CRA recognizes the importance of leveraging technology to aid in
crime prevention, response, and monitoring within the redevelopment area; and
WHEREAS, the Omni CRA wishes to collaborate with the City of Miami ("City") Police
Department's Real Time Crime Center ("RTCC") to ensure the cameras are integrated into the
City's existing crime monitoring infrastructure, enhancing response capabilities and public safety
efforts ("Program"); and

WHEREAS, the Omni CRA acknowledges that collaboration with the City and its law
enforcement departments strengthens the delivery of public safety services in the community;
and
WHEREAS, the Omni CRA seeks to enter into an agreement with the City to implement
the Program in coordination with the City's Police Department; and
WHEREAS, these targeted areas are within the boundaries of the Omni CRA District;
and
WHEREAS, the Board of Commissioners wishes to authorize funding for the Program in
an amount not to exceed Two Hundred Fifty Thousand Dollars ($250,000.00) ("Funds") for the
Program; and
WHEREAS, the Executive Director is requesting authority from the Board of
Commissioners to negotiate and execute an agreement, including all documents necessary, all
in forms acceptable to the General Counsel for the Program; and
WHEREAS, the Board of Commissioners of the CRA finds that funding this Program is
in the best interest of the Omni CRA and is consistent with the Omni CRA's mission and
adopted Redevelopment Plan;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
THE OMNI REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The Executive Director is hereby authorized to negotiate and execute an
agreement, in a form acceptable to the General Counsel, with the City for the Program.
Section 3. The Executive Director is hereby authorized to allocate the Funds from the
Omni CRA's Tax Increment Fund, titled " Other Grants And Aids"

Section 4. The Executive Director is further authorized to execute all documents
necessary, all in forms acceptable to the General Counsel for the Program.
Section 5. This Resolution shall become effective immediately upon its adoption.
