INTERLOCAL AGREEMENT
BETWEEN
MIAMI-DADE SHERIFF'S OFFICE
AND
CITY OF MIAMI
FOR FORENSIC SERVICES
This Interlocal Agreement (Agreement) is entered into by and between the Miami -Dade
Sheriffs Office ("MDSO"), a constitutional office of the State of Florida, and the City of Miami
("City"), a municipal corporation organized and existing under the laws of the State of Florida and
located in Miami -Dade County, through its police department the Miami Police Department
(MPD), (together with the MDSO, the "Parties").
WHEREAS, the MDSO's Forensic & Technology Division (FTD) Crime Laboratory (CL)
provides forensic services to all local agencies within Miami -Dade County, as well as to state and
federal agencies, upon request; and
WHEREAS, the use of forensic -led technology to apprehend and prosecute criminals
should reduce crime both inside and outside City limits regardless of where criminals are
ultimately apprehended; and
WHEREAS, the application of forensic services has expanded and more items per case
are submitted for analysis; and
WHEREAS, the City submits a great number of cases to the MDSO CL and finds that it
inures to the City's benefit to have cases processed more quickly; and
WHEREAS, the Parties agree that additional staffing will enable the MDSO CL to process
cases more quickly; and
WHEREAS, the City has determined that it is in the best interest of the City for the City
to fund a Criminalist 1 position to work in the MDSO CL.
NOW, THEREFORE, BE IT KNOWN that the MDSO and the City, in consideration
for mutual promises and covenants contained herein, agree to abide by and be bound by the
following terms and conditions:
1. RESPONSIBILITIES OF THE CITY
The City agrees to:
a. Provide funding to the MDSO, for use to reimburse for the salary, benefits, and all
related operating expenses of employing one Criminalist 1 in the MDSO CL. The
City acknowledges and accepts that said funding may vary from year to year to
account for, but not be limited to, changes to collective bargaining, merit raises,
and cost of living increases.
b. Reimburse the MDSO monthly based on an itemized invoice provided by the
MDSO.
2. RESPONSIBILITIES OF THE MDSO
The MDSO agrees to:
a. Employ one Criminalist 1 as a regular staff member of the MDSO CL and afford
that individual with all MDSO employee benefits.
b. Assign, manage and supervise the Criminalist 1 as deemed appropriate by the CL.
c. Provide the City with a monthly itemized invoice indicating the monthly
compensation, benefits, and expenses paid to the Criminalist 1. The annual salary
of a Criminalist 1 position ranges from $60,280.00 to $93,514.06. The MDSO will
invoice the actual cost of the salary and fringe benefits to include FICA (6.2%),

MICA (1.45%), and the Florida Retirement System (FRS) applicable rate which is
updated annually.
d. Provide the City with a copy of the payroll register and any other supporting
documentation with the monthly itemized invoice.
e. Adjust the budget line items, as needed from year to year, to account for, but not be
limited to, changes to collective bargaining, merit raises, and cost of living
increases.
3. PREVAILING POLICIES
The Criminalist 1 shall comply with all MDSO policies and procedures as outlined in the
current MDSO Sheriff's Policy Manual and the MDSO CL Standard Operating Procedures. In no
way should this Agreement be construed to grant the City any interest in the hiring, retention, or
firing of any Criminalist 1 pursuant to this Agreement.
4. INDEMNIFICATION
Each party to this Agreement agrees to assume responsibility for the acts, omissions, or
conduct of such party's own employees while participating herein and pursuant to this Agreement,
subject to the provisions of Section 768.28, Florida Statutes, where applicable. "Assume
Responsibility" shall mean incurring all costs associated with any suit, action, or claim for
damages arising from the performance of this Agreement.
5. TERM
This Agreement shall become effective on the date of execution by all parties and shall
continue until cancelled by one of the Parties.
6. CANCELLATION

Either party may cancel this Agreement, with or without cause, by providing at least 90
days written notice to the other.
7. MODIFICATIONS
This Agreement may be modified upon the mutual consent of the parties. Any modification
shall be in writing and executed by the City Manager, Miami Police Chief, and the MDSO Sheriff
or Undersheriff.

Counterparts and Electronic Signatures. This Agreement may be executed in any number of counterparts , each of which so
executed shall be deemed to be an original, and such counterparts shall together constitute but one and the same Agreement.
The parties shall be entitled to sign and transmit an electronic signature of th is Agreement (whether by facsimile, PDF or
other email transmission) , which signature shall be binding on the party whose name is contained therein. Any party
providing an electronic signature agrees to promptly execute and deliver to the other parties an original signed Agreement
upon request.
