Miami Avenue Miami, FL 33136 www.miamicra.com File Number: 18562 Final Action Date: 11/20/2025 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE MIDTOWN COMMUNITY REDEVELOPMENT AGENCY ("CRA") AUTHORIZING AN INTERLOCAL AGREEMENT, IN A FORM ACCEPTABLE TO GENERAL COUNSEL, BETWEEN THE CRA AND THE CITY OF MIAMI ("CITY") TO ALLOW FOR THE CITY MANAGER, OR DESIGNEE TO PROVIDE ADMINISTRATIVE SUPPORT SERVICES TO THE CRA, ON A TEMPORARY BASIS, UNTIL AN EXECUTIVE DIRECTOR OF THE CRA IS APPOINTED; AUTHORIZING THE CITY MANAGER, OR DESIGNEE TO NEGOTIATE AND EXECUTE THE INTERLOCAL AGREEMENT, IN A FORM ACCEPTABLE TO GENERAL COUNSEL AND TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR THE INCORPORATION OF RECITALS AND AN EFFECTIVE DATE. WHEREAS, the Midtown Community Redevelopment Agency ("CRA") is a community redevelopment agency created pursuant to Chapter 163, Florida Statutes and is responsible for carrying out community redevelopment activities and projects within its Redevelopment Area; and WHEREAS, Section 163.356 Florida Statutes authorizes a Community Redevelopment Agency to employ an Executive Director, among other employees, as it requires; and WHEREAS, the City Commission of the City of Miami ("City") also serves as the governing body of the CRA and the City and CRA entered into an Interlocal Cooperation Agreement with Miami -Dade County in 2005 outlining each party's responsibility with respect to the redevelopment of the CRA Redevelopment Area; and WHEREAS, over the years, the City and the CRA have entered into various agreements regarding specific services; and WHEREAS, the CRA and the City desire, through an Interlocal Agreement, to authorize the City Manager or designee to aid the CRA with administrative support, until an Executive Director of the CRA is appointed; and WHEREAS, should the City incur any fees or costs associated with the administrative support, the CRA shall reimburse the City; and WHEREAS, on November 20, 2025, the City Commission adopted Resolution No. R-25- 0504, authorizing an Interlocal Agreement with the CRA for the administrative support of the City Manager, or designee, as stated herein; and WHEREAS, the Board of Commissioners finds that authorizing this Resolution would further CRA's redevelopment goals and objectives; City of Miami Page 1 of 2 File ID: 18562 (Revision:) Printed On: 12/1/2025 File ID: 18562 Enactment Number: MCRA-R-25-0004 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE MIDTOWN COMMUNITY REDEVELOPMENT AGENCY: Section 1. The recitals and findings contained in the Preamble to this Resolution are approved by reference and incorporated as if fully set forth in this Section. Section 2. An Interlocal Agreement, in a form acceptable to General Counsel, to allow for the City Manager, or designee to provide administrative support services to the CRA, until an Executive Director of the CRA is appointed, is hereby authorized. Section 3. The City Manager or designee is hereby authorized to negotiate and execute an Interlocal Agreement, in a form acceptable to General Counsel, and do all things necessary to effectuate this resolution. Section 4. The City shall be reimbursed by the CRA for any fees or costs associated with the City Manager or designee providing said administrative support. Section 5.
