CALL TO ORDER
Present: Chair King, Vice Chair Carollo, Commissioner Gabela, Commissioner Pardo
and Commissioner Rosado
On the 20th day of November 2025, the Board of Commissioners of the Midtown
Community Redevelopment Agency of the City of Miami met in regular session at
Miami City Hall located at 3500 Pan American Drive, Miami, Florida. The meeting
was called to order by Chair King at 12:11 p.m., and was adjourned at 12:14 p.m.
Note for the Record: Commissioner Rosado entered the Commission chambers at
12:13 p.m.

Chair King: Good morning, everyone. Welcome to the Midtown CRA meeting for
November 20th, 2022 [sic]. I will read the order of the day because we don't have a
chair. The AM 1, Midtown CRA (Community Redevelopment Agency) minutes for
October 30th, will be considered. RE.1, acceptance proposal for the external auditing
services, and RE.2 is appointment of the Midtown CRA executive director. At this time,
I'm going to --
Domini Gibbs-Sorey: Madam Chair, if I may, Domini Gibbs on behalf of the City
Attorney Office as general counsel for the Midtown CRA. Item 2 is going to be
withdrawn, and everyone should have received a pocket item, which is a resolution
between the City of Miann and the Midtown CRA to allow for the city manager, or
designee, to provide administrative support services to the CRA on a temporary basis
until an executive director of the CRA is appointed.

Todd B. Hannon (Clerk of the Board): Okay, so that's AM.1 --
Chair King: Hold on.

Chair King: Commissioner Gabela?
Board Member Gabela: Yeah, I just want to put it on the record that I am going to be
voting for this to help you guys, but I want to put it on the record the agreement that
was done in this chamber about a year ago regarding the Midtown CRA (Community
Redevelopment Agency) and the pass -through that was corning to the city then was
going to be diverted to the Allapattah CRA, you know. I just want to remind you guys
what the deal was, because we're -- you know, the audio tape is there and
everything's there. So, I don't -- I'm just making a polite, you know, remember what
you guys promised, what we agreed on when we established the Allapattah CRA. So,
I'm going to be going along with this, but I hope the commitments that were made
when we took a vote on that item, on the Allapattah CRA, are honored. That's all I
have to say, thank you.
Board Member Rosado: Could -- if I could just add something to that, because I think
I've been very supportive of the Allapattah CRA concept, but I know at the county and
state levels, it may be a harder push. If there is another vehicle to get supplemental
dollars into Allapattah, I'm happy to support that, whether it's an expansion of a
neighborhood revitalization district or some other vehicle. I know how much that
means to the commissioner, and I think Allapattah is an area that deserves additional
financial attention, so I'm happy to support some other way to get to that if possible.
Board Member Gabela: Thank you very, much, I appreciate it.

PROPOSAL RECEIVED OCTOBER 6, 2025, PURSUANT TO REQUEST FOR
PROPOSALS ("RFP") NO. 25-01, FROM RICHIE TANDOC, P.A., A FOR
PROFIT CORPORATION REGISTERED TO CONDUCT BUSINESS IN
FLORIDA ("TANDOC") FOR THE PROVISION OF EXTERNAL AUDITING
SERVICES, FOR THE CRA, FOR THE FISCAL YEAR ("FY") 2024-2025
ANNUAL AUDIT, PURSUANT TO SECTION 218.39, FLORIDA STATUTES;
