PLEASE ALL TAKE NOTICE that a Board of Commissioners Meeting of the Omni
Redevelopment District Community Redevelopment Agency (CRA) is scheduled to take place
on Thursday, December iith, 2025, at 9:30 a.m. or thereafter at the Miami City Hall,
located at 3500 Pan American Drive, Miami, Florida 33133.
Pursuant to Resolution No. CRA-R-25-0031, whenever a scheduled CRA meeting is cancelled
or is not held due to a lack of a quorum or other emergency, a special CRA meeting will be
automatically scheduled for Tuesday immediately following the cancelled meeting. In the event
of one of the aforementioned circumstances, the special meeting would be held on December
16th, 2025, at 9:30 a.m. in the City Commission chambers located at Miami City Hall, 3500
Pan American Drive, Miami, FL 33133. All of the scheduled agenda items from that cancelled
meeting shall automatically be scheduled as an agenda item at the special CRA meeting.
The Clerk of the Board shall notify the public of the special meeting that is to take place by
placing a notice of the special CRA meeting at the entrance of City Hall and the City's main
administrative building, placing a notice on the CRA's website, and, if feasible, placing an ad
in a newspaper of general circulation before the special meeting on the immediately following
Tuesday. There shall be no additional notice by publication required for any such scheduled

Joe Carollo's fourth -place
finish in the crowded may-
or's race in early Novem-
ber. The commission race
could be viewed in some
ways as a referendum on
his leadership, considering
he's occupied the District 3
seat since 2017.
ROOKIE VS. VETERAN
COMMISSIONER
With just over a month to
campaign between the
general election and the
runoff, Escalona has had
his work cut out for him as
he competes against a
Miami household name.
Frank Carollo led the eight -
candidate race in the Nov.
4 general election with
nearly 38% of the vote —
20 points ahead of Escalo-
na, who secured the sec-
ond -place spot with just
over 17%.
But Escalona, 34, said
he's up for the challenge.
When he moved to Miami
from Cuba 11 years ago, he
didn't speak any English.
He began taking language
classes at Miami Dade
College and landed a job
busing tables at a Peruvian
restaurantdowntnwn.
From there, he worked his
way up in the restaurant
scene, from food runner to
waiter to floor manager,
then assistant general man-
ager, while also studying
political science and in-
ternational relations at
Florida International Uni-
versity.
"Nothing has been given
to me," Escalona said.
"Nothing."
Escalona is facing off
against Frank Carollo, 55, a
certified public accountant
with two terms as a city
commissioner under his
belt Carollo said in a text
that his vision for District 3
involves a "Residents First
mentality, where people's
voices are heard and their
issues are being addressed
by a Commissioner that
has the proven knowledge
and experience to deliver
results and make a differ-
ence. This vision includes
clean neighborhoods that
are safe and walkable un-
der tree canopies and with-
out the fear of speeding
vehicles through neigh-
borhood streets."
Escalona, on the other
hand, has never ran for
office. But he said his lack
of political experience
might actually be an asset.
"We have some commis-
sioners with experience,"
Escalona said. "What did it
get us m? Lawsuits?"
Escalona is vying to
replace Joe Carollo, who's
faced a flurry of litigation
in recent years. In 2023, a
jury awarded a $63 million
judgment to the operators
of the Ball & Chain night-
club in Little Havana, find-
ing that they were victims
of a political retaliation
campaign pushed by Car -
olio after they supported
his opponent in the 2017
election. Last year, the city
settled a separate but relat-
ed lawsuit for $12.5 million,
and it has been in ongoing
settlement discussions in a
third related suit.
"So where did experi-
ence get us?" Escalona
said. "Because nothing got
fixed."
He said that in Little
Havana, for example, "You
have houses that are falling
apart, and these people
cannot afford to change a
window or the door."
While it's his first time
cunning for office, Escalona
has alreadyexperienced
the trial -by -fire that is Mia-
mi politics. In October,
another District 3 candi-
date, Denise Galvez Turros,
sued Escalope and alleged
that his residency was a
"sham" in an attempt to
knock him off the ballot
During a three-hour trial,
Galver Turros's attorney
scrutinized granular details,
like Escalona's Amazon
purchase history, and ana-
lyzed time -stamped photos
of an apartment building
Escalona testified he's been
living in since last summer.
A Miami -Dade Circuit
Court judge ultimately
sided with Erealona, al-
though she said there were
notable discrepancies in
some financial documents
that could create "serious
issues" going forward,
albeit with no bearing on
the residency question.
If elected, Escalona said
e of the first pieces of
legislation he'll push for is
publishing all city employ-
ees salaries online, similar
to how Miami -Dade Coun-
ty does it, so that the in-
formation is immediately
available to the public. He
also wants to improve trash
pickup in the district, re-
duce propetty taxes for
senior homeowners and fix
the city's permitting depart-
ment.
Escalona said he would
give Joe Carollo an "F"
grade as the District 3
commissioner. He pointed
to arguments on the dais
that Carollo has been in-
volved in.
"You are an elected
official representing a dis-
trict in the city of Miami,
one of the most powerful
cities in America, and you
are fighting with another
commissioner?" Escalona
said. "That's a shame."
"You know what you
won't see from me?" he
added. "Retaliation. That's
never going to happen with

needs to carefully vet pro-
posals to ensure that they

what zoning rules allow.
"I've never once spoken
with anybody that says, '1
wish we had more build-
ings,'" blatteoSalinas told
the Editorial Board. "Usu-
ally, they say, you know,
let's keep our hometown
feel, let's keep our small-
town chant. And 1 agree
with that"
Pardo Pope. In her Edi-
torial Board interview,
Pardo Pope emphasized
public safety as a top pri-
ority. The city needs to
support its police officers,
she said, and address
homelessness through a
combination of "leveraging
in a compassion-
ate way" and enforcing
anti -camping laws.
Pardo Pope also spoke
about the issue of "overde-
velopment," saying it im-
pacts infrastructure, sewage
systems and traffic conges-
tion Incentives for the
community are key, she
said.
"We must grow, but we
need to do it in a very
smart way that doesn't
overburden our infrastruc-
ture, which has already
presented itself to be a
problem," Pardo Pope told
the Editorial Board.
PARTY AFFILIATION
Aliami Beach commis-
sion seats are nonpartisan,
but political leanings play a
role on the campaign trail.

ments include three Miami
Beach commissioners who

serial killer Manuel Pardo,

Manuel Pardo was con-
victed in 1988 of killing

nounced her candidacy in
May, a press release from

The Board of Commissioners ("Board") of the Omni Redevelopment District
Community Redevelopment Agency ("OMNI CRA") will hold a Public Hearing on
Thursday, December llth, at 9:30 am or anytime thereafter in the City
Commission chambers located at Miami City Hall, 3500 Pan American Drive,
Miami, FL 33133.
The Board will consider the award of grant funds to Tracksland Holdings LLC, a
Florida Limited Liability Company, , to underwrite a portion of the costs
associated with the development of an affordable housing project in the
OMNI CRA Redevelopment Area.
In accordance with the Board's 2019 Redevelopment Plan ("Plan") and Florida
Statutes 163, the Board will consider funding an amount not to exceed Eight
Hundred Twenty -Five Thousand and 00/100 Dollars ($825,000.00) to
underwrite the expenditures and costs associated with the rehabilitation of
apartment building consisting of 18 units located within the Redevelopment
Area of the OMNI CRA at 1348 North West 1st Avenue, Miami, Florida 33136.
This funding is critical in the rehabilitation of the properly, which is envisioned
to reduce slum and blight and provide much -needed affordable housing in
the area.
The Board requests all interested parties be present or represented at the
meeting and may be heard with respect to any proposition before the Board,
in which the Board may take action. Should any person desire to appeal any
decision of the Board with respect to any matter considered at this meeting,
that person shall ensure that a verbatim record of the proceedings is made,
including all testimony and evidence upon which any appeal may be based
(F.S. 286.0105).
Pursuant to Resolution No. CRA-R-25-0031, whenever a scheduled OMNI CRA
meeting is cancelled or is not held due to a lack of a quorum or other
emergency, a special OMNI CRA meeting will be automatically scheduled for
Tuesday immediately following the cancelled meeting. In the event of one of the
aforementioned circumstances, the special meeting would be held on
December 16th, 2025, at 930 am., or anytime thereafter, in the City
Commission chambers located at Miami City Hall, 3500 Pan American Drive,
Miami, Florida 33133. All of the scheduled agenda items from that cancelled
meeting shall automatically be scheduled as an agenda item at the special
OMNI CRA meeting. The Clerk of the Board shall notify the public of the special
meeting that is to take place by placing a notice of the special OMNI CRA
meeting at the entrance of City Hall, placing a notice on the OMNI CRA's
website, and, if feasible, placing an ad in a newspaper of general circulation
before the special meeting on the immediately following Tuesday. There shall
be no additional notice by publication required for any such scheduled agenda
item that is moved to the special OMNI CRA meeting.

The Board of Commissioners ("Board") of the Omni Redevelopment District
Community Redevelopment Agency ("OMNI CRA) will hold a Public Hearing
on Thursday, December 11th, at 9:30 am or anytime thereafter In the City
Commission chambers located at Miami City Hall, 3500 Pan American Drive,
Miami, FL 33133.
The Board will consider ratifying the execution of a Professional Services
Agreement with Achievement Consulting Group, Inc., a Florida Profit
Corporation for the provision of financial, accounting, budgetary, and
development -related advisory services to the OMNI CRA.
In accordance with Florida Statutes 163, the Board will consider funding
an amount not to exceed Two Hundred Thousand and 00/100 Dollars
($200,000.00) to support financial, accounting, budgetary, and
development -related advisory services provided by Achievement Consulting
Group, Inc. for the OMNI CRA. This funding is critical to support the OMNI
CRA's ongoing operations, fiscal responsibilities, and major redevelopment
initiative.
The Board requests all interested parties be present or represented at the
meeting and may be heard with respect to any proposition before the Board,
in which the Board may take action. Should any person desire to appeal any
decision of the Board with respect to any matter considered at this meeting,
that person shall ensure that a verbatim record of the proceedings is made,
including all testimony and evidence upon which any appeal may be based
(F.S. 286.0105).
Pursuant to Resolution No. CRA-R-25-0031, whenever a scheduled OMNI
CRA meeting is cancelled or is not held due to a lack of a quorum or other
emergency, a special OMNI CRA meeting will be automatically scheduled for
Tuesday immediately following the cancelled meeting. In the event of one of
the aforementioned circumstances, the special meeting would be held on
December 16th, 2025, at 9:30 am., or anytime thereafter, in the City
Commission chambers located at Miami City Hall, 3500 Pan American Drive,
Miami, Florida 33133. All of the scheduled agenda items from that cancelled
meeting shall automatically be scheduled as an agenda item at the special
OMNI CRA meeting. The Clerk of the Board shall notify the public of the
special meeting that is to take place by placing a notice of the special OMNI
CRA meeting at the entrance of City Hall, placing a notice on the OMNI CRA's
website, and, If feasible, placing an ad in a newspaper of general circulation

The Board of Commissioners ("Board") of the Omni Redevelopment District
Community Redevelopment Agency ("OMNI CRA") will hold a Public Hearing
on Thursday, December 11 th, at 9:30 am or anytime thereafter in the City
Commission chambers located at Miami City Hall, 3500 Pan American Drive,
Miami, FL 33133.
In accordance with the Board's 2019 Redevelopment Plan ("Plan") and
Florida Statutes Chapter 163, the Board will consider the award of grant
funding an amount not to exceed Nine Hundred Thousand and 00/100 Dollars
($900,000.00) to Howard Realty Partners, Corp, a Florida Profit Corporation,
to support the activation of a community venue for sports, entertainment, and
cultural events on the privately -owned parcel of land located at the comer of
North East 17Ih Street and North East 2nd Avenue, identified by folio number
01-3136-091-0010 ("Property"), within the OMNI CRA Redevelopment Area.
This funding is critical in the activation and initial management of the property,
which is envisioned to create multi -use green space, expand recreational and
cultural programming, activate an underutilized parcel, and promote economic
revitalization in the area.
The OMNI CRA Board requests all interested parties be present or represented
at the meeting and may be heard with respect to any proposition before
the Board, in which the Board may take action. Should any person desire to
appeal any decision of the Board with respect to any matter considered at this
meeting, that person shall ensure that a verbatim record of the proceedings is
made, including all testimony and evidence upon which any appeal may be
based (FS. 286.0105).
Pursuant to Resolution No. CR4-R-25-0031, whenever a scheduled OMNI
CRA meeting is cancelled or is not held due to a lack of a quorum or other
emergency, a special OMNI CRA meeting will be automatically scheduled
for Tuesday immediately following the cancelled meeting. In the event of one
of the aforementioned cimtrnstances, the special meeting would be held on
December 16th, 2025, at 9:30 am., or anytime thereafter, in the City
Commission chambers located at Miami City Hall, 3500 Pan American Drive,
Miami, Florida 33133. All of the scheduled agenda items from that cancelled
meeting shall automatically be scheduled as an agenda item at the special
OMNI CRA meeting. The Clerk of the Board shall notify the public of the special
meeting that is to take place by placing a notice of the special OMNI CRA
meeting at the entrance of City Hall, placing a notice on the OMNI CRA's
website, and, If feasible, placing an ad in a newspaper of general circulation
before the special meeting on the immediately following Tuesday. There shall
be no additional notice by publication required for any such scheduled agenda
item that is moved to the special OMNI CRA meeting.

photography to present
Black individuals as digni-
fied, intelligent human
beings, and he was com-
bating the demeaning and

ing that Douglass' own
portraits were stem, and
held a "very confident
expression."
"He was always dressed
to the T," said Norwood,
"and saw photography as
a part of his activism."
Ensuring Black Mia-
mians have access to them
events is key for ma-
rtinets. The exhibits in
Overtown and Opa-bocka
are free throughout Miami
Art Week.
"It's important that
history is both accessible
and shown in good times
or bad times," Logan said.
"1f you don't know your
history and your past,
you're destined to fail.
And how do you even
navigate the future if you
have no way of under-
standing where you're
from?"
Though Hall no longer
presents the Art Africa in
Overtown, he is often off-
ered jobs to cwate or Min
exhibitsb. Miami Leach
during Art Week. He al-
ways turns them down.
"I think it's important
that if our work is good
enough, 1 would like for
you to make that trek over
