Enclosed you will find an advertisement for a public hearing to be held by the City Commission on
December 11, 2025, for the purpose of the proposed use of City -owned property located at 2990 South
Bayshore Drive, Miami, Florida FL 33133. The objective of this public hearing is to discuss Coconut Grove
Sailing Club, Inc.'s intentions to use city -owned property for the purpose of operating a sail club and
marine related activities. Please place the ad in accordance with the public hearing requirements
of the City Commission.

NOTICE OF PUBLIC HEARING
A public hearing will be held by the City Commission of the City of Miami, Florida on
Thursday, December 11, 2025, at 9:00 A.M. at City Hall, located at 3500 Pan American
Drive, Miami, Florida, 33133 for the purpose of granting the following:
A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
PURSUANT TO SECTION 29-D OF THE CHARTER OF THE CITY OF MIAMI,
FLORIDA, AS AMENDED, WAIVING COMPETITIVE BIDDING AND REFERENDUM
REQUIREMENTS, AND AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE A LEASE AGREEMENT ("AGREEMENT"), IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, BETWEEN THE CITY OF MIAMI ("CITY") AND COCONUT
GROVE SAILING CLUB, INC., A NON-PROFIT FLORIDA CORPORATION ("LESSEE"),
FOR THE LEASING OF CITY -OWNED PROPERTY LOCATED AT 2990 SOUTH
BAYSHORE DRIVE, MIAMI, FLORIDA, AS LEGALLY DESCRIBED IN EXHIBIT "A,"
ATTACHED AND INCORPORATED ("PROPERTY"), PROVIDED SAID AGREEMENT
SHALL COMMENCE ON JULY 1, 2026 FOR A TOTAL TERM OF FORTY (40) YEARS,
FOR AN ANNUAL BASE RENT EQUAL TO THE GREATER OF ONE HUNDRED AND
EIGHTY THOUSAND DOLLARS AND ZERO CENTS ($180,000.00), SUBJECT TO A
THREE PERCENT (3%) INCREASE PER YEAR, OR PERCENTAGE RENT EQUAL TO
TEN PERCENT (10%) OF GROSS SALES, WITH TERMS AND CONDITIONS AS
MORE SPECIFICALLY SET FORTH IN SAID AGREEMENT; FURTHER AUTHORIZING
THE CITY MANAGER TO NEGOTIATE AND EXECUTE ALL NECESSARY
DOCUMENTS, INCLUDING AMENDMENTS AND MODIFICATIONS TO SAID
AGREEMENT, IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, AS MAY BE
NECESSARY FOR SAID PURPOSE.
Said proposed resolution(s) may be inspected by the public at the Office of the City
Clerk, 3500 Pan American Drive, Miami, Florida 33133, Monday through Friday,
excluding holidays, between the hours of 8 a.m. and 5 p.m., or http://miamifl.iqm2.com
five days before the date of the Commission Meeting.
All interested persons are invited to appear at the meeting and may be heard with
respect to the proposed resolution. Should any person desire to appeal any decision of
the City Commission with respect to any matter to be considered at this meeting, that
person shall ensure that a verbatim record of the proceedings is made including all
testimony and evidence upon which any appeal may be based (F.S. 286.0105).
Pursuant to Miami City Code Section 2-33(o), whenever a scheduled City Commission
meeting is cancelled or is not held due to a lack of a quorum or other emergency, a
special City Commission meeting will be automatically scheduled for the Tuesday
immediately following the cancelled meeting. In the event of one of the aforementioned
circumstances, the special meeting would be held on December 16, 2025, at 9:00 a.m.
in the City Commission chambers located at Miami City Hall, 3500 Pan American Drive,
Miami, Florida 33133. All of the scheduled agenda items from that cancelled meeting
shall automatically be scheduled as an agenda item at the special City Commission
meeting.
The City Clerk shall notify the public of the special meeting that is to take place by
placing a notice of the special City Commission meeting at the entrance of City Hall and
the City's main administrative building, placing a notice on the City's website, and, if
feasible, placing an ad in a newspaper of general circulation before the special meeting
on the immediately following Tuesday. There shall be no additional notice by publication
required for any such scheduled agenda item that is moved to the special City
Commission meeting.
In accordance with the Americans with Disabilities Act of 1990, persons needing special
accommodations to participate in this proceeding may contact the Office of the City
Clerk at (305) 250-5361 (Voice) no later than five (5) business days prior to the
proceeding. TTY users may call via 711 (Florida Relay Service) no later than five (5)
business days prior to the proceeding.
