Please make arrangements to publish a Notice of Public Hearing to be held by the City Commission on
December 11, 2025, for objections to the waiving of requirements for formal sealed bids for the provision
of the Homeless Transitional Meal Program. These Services are to be provided by the Sundari Foundation
Inc., dba :Lotus House, whose principal address is 217 NW 15 Street, Miami FL 33136.
Please place the ad in accordance with the public hearing requirements of the City Commission.
The public hearing has been scheduled for December 11, 2025.

NOTICE OF PUBLIC HEARING
A public hearing will be held by the City Commission of the City of Miami, Florida on
Thursday, December 11, 2025, at 9:00 AM, to consider the award of a contract to the
company listed below through funding from the Non -Departmental Account Budget.
• Sundari Foundation Inc., dba Lotus House — City of Miami Homeless Food and
Meals Program
The Sundari Foundation Inc., dba Lotus House, a Florida Not for Profit Corporation, will
provide food and meals to the homeless women and youth of the City of Miami.
Inquiries regarding this notice may be addressed to Barbara M. Kubilus, Assistant
Director for the Department of Human Services, at (305) 416-2181.
This action is being considered pursuant to Section 18-85 (A) of the Code of the City of
Miami, Florida as amended (the "Code"). The recommendations and findings to be
considered in this matter are set forth in the proposed resolution and in Code Section 18-
85 (A), which are deemed to be incorporated by reference herein and are available as
with the regularly scheduled City Commission meeting of Thursday, December 11, 2025,
at Miami City Hall, 3500 Pan American Drive, Miami, Florida 33133.
The Miami City Commission requests all interested parties be present or represented at
the meeting and may be heard with respect to any proposition before the City Commission
in which the City Commission may take action. Should any person desire to appeal any
decision of the City Commission with respect to any matter to be considered at this
meeting, that person shall ensure that a verbatim record of the proceedings is made
including all testimony and evidence upon which any appeal may be based (F.S.
286.0105).
Pursuant to Miami City Code Section 2-33(o), whenever a scheduled City Commission
meeting is cancelled or is not held due to a lack of a quorum or other emergency, a special
City Commission meeting will be automatically scheduled for the Tuesday immediately
following the cancelled meeting. In the event of one of the aforementioned circumstances,
the special meeting would be held on December 16, 2025, at 9:00 A.M. in the City
Commission chambers located at Miami City Hall, 3500 Pan American Drive, Miami,
Florida 33133. All of the scheduled agenda items from that cancelled meeting shall
automatically be scheduled as an agenda item at the special City Commission meeting.
The City Clerk shall notify the public of the special meeting that is to take place by placing
a notice of the special City Commission meeting at the entrance of City Hall and the City's
main administrative building, placing a notice on the City's website, and, if feasible,
placing an ad in a newspaper of general circulation before the special meeting on the
immediately following Tuesday. There shall be no additional notice by publication required
for any such scheduled agenda item that is moved to the special City Commission
meeting.
In accordance with the Americans with Disabilities Act of 1990, persons needing special
accommodations to participate in this proceeding may contact the Office of the City Clerk
at (305) 250-5361 (Voice) no later than five (5) business days prior to the proceeding.
