WHEREAS, the Sundari Foundation, Inc, dba Lotus House aka Lotus House Women's Shelter, a Florida not -for -profit corporation ("Sundari Foundation"), focuses on homeless women and youth in Miami -Dade County through the Lotus House; and WHEREAS, the Sundari Foundation provides meals through the Lotus House at the Lotus Village location to an estimated 900 plus women and youth annually ("Program"); and WHEREAS, the City Manager has made a written finding and recommendation, attached and incorporated as Exhibit "A," pursuant to Section 18-85(a) of the Code of the City of Miami; Florida, as amended ("City Code"), that competitive bidding is not practicable or advantageous to the City; and WHEREAS, the City wishes to fund and to enter into an agreement with Sundari Foundation for a total amount not to exceed Twenty Five Thousand Dollars ($25,000.00) (`Funds") for the October 1, 2025 through September 30, 2026 Program Year (2025-2026 Program Year"), with such payments to be funded from the Non -Departmental of Account No. 00001.980000.882000.0.0; to provide meals at the Lotus House; and "J City of Miami Page 1 of 2 File ID: 18502 (Revision: A) Printed On: 1/14/2026 18502 Legislation -SUB THIS DOCUMENT IS A SUBSTITUTION TO ORIGINAL. File ID: 18502 Enactment Number: R-25-0520 WHEREAS, the City Manager is requesting authority from the City Commission to negotiate and execute any and all documents necessary, all in forms acceptable to the City Attorney, for said allocation of Funds for said purpose; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. Pursuant to Section 18-85(a) of the City Code, by a four -fifths (4/5ths) affirmative vote, after an advertised public hearing, the City Manager's written finding, attached and incorporated as Exhibit "A," that competitive negotiation methods and procedures are not practicable or advantageous for the City's provision of the Funds for the Program and waiving the requirements for said procedures, are hereby ratified, approved, and confirmed. Section 3. The City Manager is authorized' to allocate and appropriate the Funds for the 2025-2026 Program Year to the Sundari Foundation for the Program. Section 4. The Funds to be allocated from Account No. 00001.980000.882000.0.0. Section 5. The City Manager is further authorized' to negotiate and execute an agreement with the Sundari Foundation including any and all other necessary documents, modifications, and amendments, all in a form acceptable to the City Attorney, to complete the Funds allocation and appropriation, for the Program for the 2025-2026 Program Year. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
