A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO APPROVE AN AMENDMENT TO THE CITY OF MIAMI'S
("CITY") DEPARTMENT OF FIRE -RESCUE ("FIRE") TABLE OF
ORGANIZATION BY RECLASSIFYING FOUR (4) FIREFIGHTER POSITIONS
TO FOUR (4) FIRE LIEUTENANT POSITIONS; AUTHORIZING THE CITY
MANAGER TO TAKE ALL NECESSARY ACTIONS TO IMPLEMENT THE
PROVISIONS OF THIS RESOLUTION; FURTHER AUTHORIZING THE CITY
MANAGER TO MAKE ANY NECESSARY CHANGES TO ADJUST, AMEND,
AND APPROPRIATE THE FY 2025-2026 OPERATING BUDGET, FIVE-YEAR
FINANCIAL PLAN, STRATEGIC PLAN, AND MULTI -YEAR CAPITAL PLAN
REGARDING CITY SERVICES AND RESOURCES NECESSARY, LEGALLY
ALLOWED, AND APPLICABLE IN ORDER TO RECLASSIFY SAID POSITIONS
FOR FIRE; RATIFYING, APPROVING, AND CONFIRMING CERTAIN
NECESSARY ACTIONS OF THE CITY MANAGER AND DESIGNATED CITY
DEPARTMENTS TO UPDATE THE RELEVANT FINANCIAL CONTROLS,
PROJECT CLOSE-OUTS, ACCOUNTING ENTRIES, AND COMPUTER
SYSTEMS; PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE.
WHEREAS, the City of Miami's ("City") Department of Fire -Rescue ("Fire") is responsible
for providing fire suppression, emergency medical services, and public safety to the residents
and visitors of the City; and
WHEREAS, the City's Flagami neighborhood area will require an additional aerial
company to improve Fire's response capacity and increase public safety; and
WHEREAS, Fire applied for and received grant funding to hire eighteen (18) firefighters
to place the new aerial company into service; and
WHEREAS, staffing a new aerial company requires fourteen (14) Firefighters and four
(4) Fire Officers to ensure adequate supervision, safe operations, and compliance with
departmental standards; and
WHEREAS, the grant funding is restricted solely to firefighter positions and does not
provide funding for officer -level positions; and
WHEREAS, this reclassification has minimal fiscal impact because it converts existing
positions rather than adding additional positions; and
WHEREAS, on October 9, 2025, the City Commission adopted Resolution No. R-25-
0432, accepting a grant award from the United States Department of Homeland Security
("DHS"), Federal Emergency Management Agency ("FEMA") in the amount of $4,096,632.59 for
the provision of hiring additional firefighters; and

WHEREAS, on September 23, 2021, the City Commission adopted Resolution No. R-
21-0402 approving the General Fund Budget for the City of Miami ("City") for the Fiscal Year
beginning October 1, 2021 and ending September 30, 2022 ("Fiscal Year 2021-22") and the
total budget for all non -capital funds (collectively, "Adopted Budget"); and
WHEREAS, on October 1, 2021, pursuant to Resolution No. R-21-0408, the City
Commission modified and amended the City's Adopted Budget and the Capital Plan for Fiscal
Year 2021-22 as follows: (i) notwithstanding the language in Resolution No. R-21-0402,
including but not limited to the language in Section 16 of Resolution No. R-21-0402, in order for
the creation of or change in temporary or permanent positions in the City's department of police
and MFR to be effective, the City Commission must first confirm the creation or modification of
such positions by an affirmative vote and (ii) requiring that notwithstanding anything in
Resolution No. R-21-0402 or the Capital Plan to the contrary, an affirmative vote of the City
Commission is required prior to any and all movements of monies that are different from the line
item -budgets' approved amounts as adopted on September 13, 2021 for the Capital Plan and
as adopted on September 23, 2021 for Resolution No. R-21-0402; and
WHEREAS, on September 25, 2025, the City Commission adopted Resolution No. R-
25-0413 approving the General Fund Budget for the City of Miami ("City") for the Fiscal Year
beginning October 1, 2025 and ending September 30, 2026 ("Fiscal Year 2025-26") and the
total budget for all non -capital funds (collectively, "FY 2025-26 Adopted Budget"); and
WHEREAS, the FY 2025-26 Adopted Budget states that the provisions of Section 16 are
subject to the limitations and requirements set forth in City Commission Resolution No. R-22-
0230; and
WHEREAS, Resolution No. R-22-0230 references the restrictions established pursuant
to Resolution No. R-21-0408, requiring the City Commission confirm the creation of any
temporary or permanent positions in the City's MFR by an affirmative vote;
WHEREAS, it is in the best interest of the City and its residents to authorize an
amendment to Fire's Table of Organization to support its the operational readiness and safety
mission; and
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is hereby authorized to approve an amendment to Fire's
Table of Organization by reclassifying four (4) Firefighter positions to four (4) Fire Lieutenant
positions.
Section 3. The City Manager is authorized1 to make any necessary changes to adjust,
amend, and appropriate to the FY 2025-26 Adopted Budget, five-year financial plan, strategic

plan, and multi -year capital plan regarding city services and resources as necessary, legally
allowed, and applicable in order to reclassify said positions for Fire.
Section 4. The City Manager and the designated City departments are authorized to
update the relevant financial controls, project close-outs, accounting entries, and computer
systems and said updates are hereby ratified, approved, and confirmed.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
