Subject: Establish - Special Revenue Project - Operation Stonegarden
Purpose of Item:
A subaward grant agreement between the City of Miami and Miami -Dade Sheriff's
Office ("Sheriff's") for overtime reimbursement of the Miami Police Department's Marine
Patrol Detail; establishing a new Special Revenue Project titled "Operation Stonegarden
Contract No. R0925" for said purpose; authorizing the City Manager to accept funds in
the amount of $68,756.06 with on matching funds required; further authorizing the City
Manager to negotiate and execute any and all other necessary documents, all in forms
acceptable to the City Attorney, to implement the acceptance and administration of said
funds in compliance with the requirements of the Subaward Agreement.
Background of Item:
The United States Department of Homeland Security, through the Florida Division of
Emergency Management, awarded grant funds in the amount of $392,040.00 from the
Fiscal Year 2023 Homeland Security Grant Program to Miami -Dade County, through the
Miami -Dade Police Department, to continue funding the "Operation Stonegarden
Program" ("Program"). On January 7, 2025, the Miami -Dade Police Department
("MDPD") transitioned to the Miami -Dade Sheriff's Office ("MDSO") and the County and
MDSO agreed that grant funds awarded to the County, through the MDPD, prior to
January 7, 2025, would be managed by the County's Office of Management and
Budget. The City of Miami ("City") is eligible to receive a subaward amount of
$68,756.06 ("Grant") for the Miami Police Department's ("MPD") efforts as a
participating law enforcement agency in the Program intended to secure and protect the
waterways surrounding the City. MPD's Marine Patrol Detail ("Detail") will utilize
subaward funds for overtime reimbursement in coordinating with and assisting Miami -
Dade Sheriff's Office in conducting all police operations. The Subaward Agreement will
continue through June 30, 2026, and does not require a City match.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ACCEPTING, BUDGETING, APPROPRIATING, AND ALLOCATING A SUBAWARD
GRANT FROM THE MIAMI-DADE COUNTY SHERIFF'S OFFICE ("MDSO") TO
CONTINUE FUNDING OPERATION STONEGARDEN, IN AN AMOUNT NOT TO
EXCEED SIXTY-EIGHT THOUSAND SEVEN HUNDRED FIFTY-SIX DOLLARS AND
SIX CENTS ($68,756.06) WITH NO MATCHING FUNDS REQUIRED FROM THE CITY
OF MIAMI ("CITY") FOR OVERTIME REIMBURSEMENT OF THE CITY'S POLICE
DEPARTMENT MARINE PATROL DETAIL IN COORDINATING WITH AND
ASSISTING MDSO IN CONDUCTING ENFORCEMENT OPERATIONS TO SECURE
AND PROTECT THE WATERWAYS SURROUNDING THE CITY; ESTABLISHING A
NEW SPECIAL REVENUE PROJECT TITLED "OPERATION STONEGARDEN
CONTRACT NO. R0925" FOR SAID PURPOSE; AUTHORIZING THE CITY MANAGER
TO EXECUTE THE SUBAWARD AGREEMENT, IN SUBSTANTIALLY THE
ATTACHED FORM, WITH MDSO; FURTHER AUTHORIZING THE CITY MANAGER
TO NEGOTIATE AND EXECUTE ANY AND ALL OTHER NECESSARY DOCUMENTS,
ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE
ACCEPTANCE AND ADMINISTRATION OF SAID FUNDS IN COMPLIANCE WITH
THE REQUIREMENTS OF THE SUBAWARD AGREEMENT.
WHEREAS, the United States Department of Homeland Security, through the Florida

Ninety -Two Thousand Forty and 00/100 dollars ($392,040.00) from the Fiscal Year 2023
Homeland Security Grant Program to Miami -Dade County ("County"), through the Miami -Dade
Police Department ("MDPD"), to continue funding the "Operation Stonegarden Program"
("Program"); and
WHEREAS, on January 7, 2025, the MDPD transitioned to the Miami -Dade County
Sheriff's Office ("MDSO") and the County and MDSO agreed that grant funds awarded to the
County, through the MDPD, prior to January 7, 2025, would be managed by the County's Office
of Management and Budget; and
WHEREAS, MDSO and the City of Miami ("City"), have a long history of partnering on
Operation Stonegarden operations; and
WHEREAS, the City is eligible to receive a subaward in an amount not to exceed Sixty
Eight Thousand Seven Hundred Fifty -Six Dollars and Six Cents ($68,756.06) ("Grant") for the
City's continued efforts as a participating law enforcement agency in the Program intended to
secure and protect the waterways surrounding the City; and
WHEREAS, the City's Marine Patrol Detail ("Detail") will utilize subaward funds for
overtime reimbursement in coordinating with and assisting MDSO in conducting all police
operations; and
WHEREAS, the Subaward Agreement will continue through June 30, 2026, and does
not require a City match; and
WHEREAS, it is appropriate for the City Manager to accept the Grant and to establish a
special revenue fund for the appropriation of the Grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: Operation Stonegarden Program Contract No. R0925
RESOURCES: Miami -Dade County/Miami-Dade Sheriff's Office $68,756.06
APPROPRIATIONS: $68,756.06
Section 3. The City Manager is authorized' to accept the Grant from MDSO with no
City -match required for overtime reimbursement of the Detail in coordinating with and assisting
MDSO in conducting police enforcement operations to secure and protect the waterways
surrounding the City.
Section 4. The City Manager is further authorized' to execute the subaward agreement,
in substantially the attached form, for said purpose.
Section 5. The City Manager is further authorized' to negotiate and execute any and all
other necessary documents, all in forms acceptable to the City Attorney, to implement the
acceptance and administration of the Grant in compliance with the requirements of the
subaward agreement.
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City of Miami Commission.
