A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "FY 2026
MIAMI DUI PATROL OVERTIME PROJECT," ACCEPTING, BUDGETING,
APPROPRIATING, AND ALLOCATING A SUB -GRANT AWARD FROM THE
FLORIDA DEPARTMENT OF TRANSPORTATION ("FDOT") IN AN AMOUNT
NOT TO EXCEED ONE HUNDRED TWENTY THOUSAND AND 00/100
DOLLARS ($120,000.00) ("FUNDS") WITH NO MATCHING FUNDS
REQUIRED; APPROPRIATING THE FUNDS TO THE MIAMI POLICE
DEPARTMENT TO PROVIDE RESOURCES TO REDUCE ALCOHOL -
IMPAIRED DRIVING FOR HIGHWAY SAFETY; AUTHORIZING THE CITY
MANAGER TO EXECUTE THE SUBGRANT AGREEMENT, IN
SUBSTANTIALLY THE ATTACHED FORM, WITH FDOT; FURTHER
AUTHORIZING THE CITY MANAGER TO DESIGNATE THE CHIEF OF POLICE
OR ANY OTHER DESIGNEE TO NEGOTIATE AND EXECUTE ANY AND ALL
OTHER NECESSARY DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE
CITY ATTORNEY, IN ORDER TO IMPLEMENT THE ACCEPTANCE AND
ADMINISTRATION OF THE SUBGRANT AWARD.
WHEREAS, the City of Miami ("City") submitted a grant application to the Florida
Department of Transportation ("FDOT") to fund the Miami Police Department's ("MPD") motor
vehicle and highway safety initiatives to combat incidents of Driving Under the Influence ("DUI")
violations in the City ("Project"); and
WHEREAS, the City received notification that the application was approved for funding
in an amount not to exceed One Hundred Twenty Thousand and 00/100 dollars ($120,000.00)
("Grant") for reimbursement of the Project's personnel and services; and
WHEREAS, the Grant will be used to continue MPD's efforts to decrease DUI violations,
establish a highway safety campaign to bring awareness to impaired driving, and enhance
enforcement efforts and deterrence capabilities to reduce alcohol and drug related crashes and
fatalities in the City; and
WHEREAS, the implementation of the Project's cost will be allocated towards personnel
costs which will cover overtime salaries and benefits including those provided pursuant to the
Federal Insurance Contributions Act; and
WHEREAS, the period for the subgrant award will terminate on September 30, 2026;
and
WHEREAS, there are no matching funds required from the City for the acceptance of the
Grant; and

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: FY 2026 Miami DUI Patrol Overtime Project
RESOURCES: Florida Department of Transportation $120,000.00
APPROPRIATIONS: $120,000.00
Section 3. The City Manager is authorized to execute the subgrant agreement with
FDOT, in substantially the attached form, to accept the Grant, with no matching funds required,
and appropriating the funds to MPD to provide resources to reduce alcohol -impaired driving for
Highway Safety.
Section 4. The City Manager is further authorized1 to designate the Chief of Police or
other designee to negotiate and execute any and all other necessary documents, all in forms
acceptable to the City Attorney, in order to implement the acceptance and administration of the
subgrant award.
Section 5. This Resolution shall become effective immediately upon its adoption
and signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10)
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by the City of Miami Commission.
