Staff Report and Business Impact Statement
Affordable Housing Limited Commercial
Purpose:
Miami 21 Text Amendment to allow for small scale limited Commercial Uses in certain specified
'Restricted' Transect Zones to include small scale limited Commercial Uses as accessory uses to the
Affordable and Workforce Housing, particularly as supportive uses.
Estimated Direct Economic Impact:
• The amendment will allow property owners and businesses to propose small-scale
limited Commercial Uses up to no more than 10% of the Building's Floor Area and does
not alter the existing land use regulations.
• The amendment will enact a By Warrant provision for previously existing Affordable
Housing programs, for instance: Affordable and Attainable Housing Programs and
Attainable Workforce Housing Development Program, when certain pre -requirements
are met. Businesses will not incur additional costs or require an additional entitlement
process.
• The amendment will enact a By Right provision for new Workforce Living Development
Housing program, when certain pre -requirements are met. Businesses will not incur
additional costs or require an additional entitlement process.
• No direct additional municipality regulatory costs, revenues or fees. Routine reviewing of
building permit applications and code compliance activities in respect of enforcing the
Miami 21 Zoning Code will continue to apply to projects participating in the Workforce
Living Development Program.
Estimated Number of Businesses to be Impacted:
The Planning Department does not anticipate an impact on businesses. The proposed ordinance
exclusively impacts the development of new Affordable Housing.
Additional Information:
The amendment will allow for Affordable Housing funding opportunities through the U.S.
Department of Housing and Urban Development (HUD); specifically for properties located in
Restricted areas of "T5," Urban Center Transect Zone, and "T6," Urban Core Transect Zone; and
Recommendation: Approval
The Planning Department recommends Approval.
