(Storm -proof Assistance and Value Enhancements) Background of Item: On October 9, 2025, the Miami City Commission ("City Commission") passed Resolution R-25-0347, directing the City Manager to establish a pilot program, pursuant to Section 2-33(c)(9) of the Code of the City of Miami, Florida, as amended, incentivizing residential storm -proofing and future -proofing upgrades. These upgrades shall include, but not be limited to: Impact -resistant windows Reinforced roofs Flood protection measures Solar panels Energy -efficient HVAC systems and appliances Upgraded insulation Low -flow toilets and water -saving fixtures Smart thermostats Other sustainable and resilient improvement The program was subsequently launched as the S.A.V.E. Program, which stands for Storm -proof Assistance & Value Enhancements. S.A.V.E. shall include reducing permit fees by up to fifty percent (50%) for qualifying improvements, providing expedited permit review for qualifying applications, and developing public outreach materials to inform residents of the program and eligible improvements. The City Commission further directed the City Manager to report back to the City Commission within ninety (90) days of the adoption of Resolution R-25-0347 with a framework for implementation, estimated costs, and proposed metrics for evaluating program effectiveness, including long-term resilience, energy savings, and affordability outcomes. By way of this Discussion Item, the Administration will be providing an update on the implementation of S.A.V.E. to the City Commission.
