WHEREAS, the City of Miami ("City") seeks to address the growing need for affordable housing and wishes to use City -owned properties suitable for residential or mixed -use development to advance this public purpose; and WHEREAS, the City finds that issuing competitive solicitations to qualified developers for affordable or mixed -income housing projects on City -owned land will advance the public interest by increasing housing supply, enhancing the value of City assets, and ensuring transparency, accountability, and the selection of proposals that provide the greatest community benefit; and WHEREAS, pursuant to Resolution No. R-25-0257, the City Commission previously directed the City Manager to conduct an assessment and prepare a list of City -owned properties suitable for the development of affordable or mixed income housing, with the goal of issuing one or more requests for proposals ("RFPs") to qualified developers for development of such properties; and WHEREAS, the City has identified approximately eighteen thousand, six hundred eighty- eight (18,688) square feet of real property located at 25 Southwest 51 Avenue and 5050 West Flagler Street, Miami, Florida, identified by Folio Nos. 01-4106-025-0010 and 01-4106-025-0020 (collectively, "West Flagler Parcels") as a potential site for development of workforce housing; and WHEREAS, the City has further identified approximately twenty thousand, three hundred twenty (20,320) square feet of real property located at 425 Northwest 37 Avenue, Miami, Florida, identified by Folio Nos. 01-4104-023-0200, 01-4104-023-0190, and 01-4104-023-0180 (collectively, "Magic City Parcels") as a potential site for development of workforce housing; and WHEREAS, it is in the best interest of the City and its residents to direct the City Manager to conduct necessary due diligence and issue requests for proposals for development of workforce housing for senior citizens and other vulnerable populations at the West Flagler Parcels and Magic City Parcels, providing that such RFPs shall prioritize maximum housing density and seek reduced parking requirements under applicable zoning regulations; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is hereby directed to issue one or more RFPs to qualified developers for the development of City -owned properties located within City Commission District 4 that are suitable for affordable or mixed -income housing, including the development of the West Flagler Parcels and the Magic City Parcels. Section 3. The RFPs for the West Flagler Parcels and the Magic City Parcels shall be restricted to workforce housing intended for senior citizens and other vulnerable populations, and shall require development proposals that optimize housing density and seek reduced parking requirements under applicable zoning regulations, and shall further be subject to all applicable laws, rules, and regulations. Section 4. The City Manager shall report back to the City Commission within ninety (90) days with an update. Section 5. This resolution shall take effect immediately upon its adoption.
