("CITY") POLICY TO PROVIDE FUNDING SUPPORT RELATED TO THE 2026
WORLD CUP MATCHES TO BE HELD IN MIAMI-DADE COUNTY, CONSISTING OF A
PREVIOUSLY BUDGETED CASH CONTRIBUTION, AND IN -KIND CITY SERVICES
VALUED IN AN AMOUNT NOT TO EXCEED SEVEN MILLION FIVE HUNDRED
THOUSAND AND 0/100 DOLLARS ($7,500,000.00); AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE ONE OR MORE RELATED
AGREEMENTS, EACH IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH
GREATER MIAMI SPORTS COMMISSION, INC., D/B/A FIFA WORLD CUP 2026
MIAMI HOST COMMITTEE, AND ANY OTHER REQUIRED ENTITIES TO PROVIDE
CASH AND IN -KIND SUPPORT CONSISTENT WITH THIS RESOLUTION; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ALL OTHER
DOCUMENTS, INCLUDING AMENDMENTS, RENEWALS, OR EXTENSIONS, EACH
IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, SUBJECT TO ALL
ALLOCATIONS, APPROPRIATIONS, AND PRIOR BUDGETARY APPROVALS, AND
IN COMPLIANCE WITH APPLICABLE LAWS, RULES, AND REGULATIONS,
INCLUDING THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, AS MAY
BE DEEMED NECESSARY FOR SAID PURPOSE; DIRECTING THE CITY MANAGER
TO TAKE ANY AND ALL ACTIONS REQUIRED TO ACCOMPLISH THE PURPOSE

BE DEEMED NECESSARY FOR SAID PURPOSE; DIRECTING THE CITY MANAGER
TO TAKE ANY AND ALL ACTIONS REQUIRED TO ACCOMPLISH THE PURPOSE
OF THIS RESOLUTION; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Miami has been selected as a host community for the 2026 FIFA World Cup
and related official events, creating significant opportunities for economic activity, global
exposure, and community engagement within the City of Miami ("City"); and
WHEREAS, the 2026 FIFA World Cup is anticipated to attract more than 600,000
visitors to Miami -Dade County with an estimated direct economic impact exceeding
$500,000,000.00 and to provide worldwide exposure for the community; and
WHEREAS, the Greater Miami Sports Commission, Inc., d/b/a the FIFA World Cup 2026
Miami Host Committee ("GMSC"), has requested financial and logistical support from the City to
plan and deliver FIFA -sanctioned events and public activations, including fan experiences and
community programming; and
WHEREAS, as part of the 2026 FIFA World Cup, Miami -Dade County is scheduled to
host seven matches, including group matches, a quarterfinal match, and the third -place match,
at Hard Rock Stadium between June 15, 2026, and July 18, 2026, and official events and
activities are expected at venues throughout the County, including venues within the City of
Miami; and
WHEREAS, the City anticipates FIFA -sanctioned events, public activations, and related
operational needs within City limits that will require City services and intergovernmental
coordination, including but not limited to police, fire -rescue, sanitation, code compliance, parks,
public works, and special event permitting support; and
WHEREAS, the City has historically supported large-scale international events by
authorizing in -kind City services and addressing event -related fees through City Commission
action, as reflected in prior resolutions for major events hosted in Miami; and
WHEREAS, on July 24, 2025, the City Commission adopted Resolution No. R-25-0305
approving the Fiscal Year 2024-2025 Mid -Year Budget Amendment, which appropriated an
amount to fund the City's cash contribution in support of FIFA World Cup 2026 activities within
the City of Miami ("Cash Contribution"); and
WHEREAS, the City Commission wishes to allocate in -kind City services in a total
amount not to exceed Seven Million Five Hundred Thousand Dollars ($7,500,000.00) for FIFA -
sanctioned events and activities within City limits, including police, fire -rescue, code compliance,
parks, public works and resiliency, and special event permitting support, with all fee waivers
counted toward the cap and all costs tracked and reported; and
WHEREAS, the City Commission finds that providing the City's cash contribution and
allocating in -kind City services to support FIFA -sanctioned activities within City limits will
stimulate economic activity, encourage tourism, enhance the City's international profile, and
deliver community benefits, all of which serve a significant public purpose and are in the best
interests of the City of Miami;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission hereby establishes the City policy to provide funding
support related to the 2026 World Cup matches to be held in Miami -Dade County, consisting of
the previously budgeted Cash Contribution, and in -kind city services valued in an amount not to
exceed Seven Million Five Hundred Thousand and 00/100 Dollars ($7,500,000.00).
Section 3. The City Manager is authorized' to negotiate and execute one or more related
agreements, each in a form acceptable to the City Attorney, with GMSC, and any other required
entities to provide cash and in -kind support consistent with this Resolution, subject to all
allocations, appropriations, and prior budgetary approvals at the time of need.
Section 4. The City Manager is further authorized1 to negotiate and execute all other
documents, including amendments, renewals, or extensions, each in a form acceptable to the
City Attorney, subject to all allocations, appropriations, and prior budgetary approvals, and in
compliance with applicable laws, rules, and regulations, including the City Code, as may be
deemed necessary for said purpose.
Section 5. The City Manager is directed to take any and all actions required to
accomplish the purpose of this Resolution.
Section 6. This Resolution shall become immediately effective upon its adoption.
1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including, but not limited to, those prescribed by applicable City Charter and City Code
provisions.
