SECRETARY Re: Transfer of N.E. 6th Street from S.R. 5/U.S. 1/Biscayne Boulevard to N.E. 2nd Avenue Mayor Suarez: In September, the State of Florida announced that Miami -Dade College has been identified as the site for the Donald J. Trump Presidential Library. As you know, the 2.63-acre parcel is adjacent to the Freedom Tower which borders both state and locally maintained roadways. To support the expedited delivery of the project, the Florida Department of Transportation (FDOT) has already begun to analyze traffic management and roadway modifications that will benefit the area and has determined that due to the nature of the project, the portion of N.E. 6th Street between S.R. 5/U.S. 'Biscayne Boulevard and N.E. 2nd Avenue will need to be transferred to FDOT. As you may be aware, last year the Florida Legislature passed legislation, codified as section 257.51, Florida Statutes, recognizing that presidential libraries are unique national institutions; preempting all regulation related to the presidential library to the state; and prohibiting municipalities from taking actions to prohibit the establishment, maintenance, or operation of a presidential library or impose any requirement or restriction thereon. Preventing the transfer of the aforementioned roadway to FDOT would interfere with the establishment and operation of the planned presidential library. Therefore, please consider this letter as FDOT's formal request that the City expeditiously proceed with a jurisdictional transfer of the roadway. To help with moving this request forward, FDOT will provide transfer documents for the City to execute the transfer.
