IDENTIFY A QUALIFIED OPERATOR TO MANAGE GRAPELAND WATER PARK,
LOCATED AT 1550 NORTHWEST 37 AVENUE, MIAMI, FLORIDA ("PARK") WITH
THE GOALS OF EXTENDING THE PARK'S OPERATIONAL SEASON BEYOND THE
CURRENT TWO -MONTH PERIOD, INCREASING PUBLIC ACCESS, AND

A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO PREPARE AND ISSUE A REQUEST FOR PROPOSALS ("RFP") TO
IDENTIFY A QUALIFIED OPERATOR TO MANAGE GRAPELAND WATER PARK,
LOCATED AT 1550 NORTHWEST 37 AVENUE, MIAMI, FLORIDA ("PARK") WITH
THE GOALS OF EXTENDING THE PARK'S OPERATIONAL SEASON BEYOND THE
CURRENT TWO -MONTH PERIOD, INCREASING PUBLIC ACCESS, AND
PROMOTING AFFORDABILITY, ACCESSIBILITY, AND COMMUNITY
ENGAGEMENT; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Grapeland Water Park ("Park"), located at 1550 NW 37th Avenue in the
Grapeland Heights neighborhood, opened in May 2008 as the first water park in the City of
Miami; and
WHEREAS, the Park was designed by renowned Miami pop artist, Romero Britto, and
features family -friendly attractions including Captain's Lagoon, Buccaneer River Ride,
Shipwreck Island, and Pirate's Plunge; and
WHEREAS, the Park has received national recognition for its excellence in design and
innovation, including honors from the City Parks Alliance in 2011; and
WHEREAS, despite its popularity and cultural significance, the Park currently operates
for approximately two months per year, generally from early June through early August, thereby
limiting public access and economic potential; and
WHEREAS, the City Commission recognizes the importance of maximizing the utilization
of public assets and expanding year-round recreational opportunities for residents of all ages
and backgrounds, and therefore seeks to enhance the Park's operations through the
engagement of a qualified and experienced operator, selected through a competitive Request
for Proposals ("RFP") process, to improve service delivery, promote financial sustainability, and
increase community benefits; and
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI:
Section 1. The recitals and findings contained in the Preamble to this Ordinance are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The City Manager, or the Manager's designee, is hereby directed to prepare
and issue an RFP to identify a qualified and experienced operator to manage the Park with the
goals of extending the Park's operational season beyond the current two -month period,
increasing public access, and promoting affordability, accessibility, and community engagement.
Section 3. This Resolution shall become effective immediately upon its adoption.
