WHEREAS, the Florida League of Cities, Inc. ("Florida League of Cities" or "FLC") is the statewide association of municipal governments in Florida and has, for more than one hundred (100) years, served as the united voice for Florida's municipalities; and WHEREAS, the Florida League of Cities represents more than four hundred (400) cities, towns, and villages throughout the State of Florida and advocates on their behalf before the Florida Legislature, the Governor and Cabinet, state agencies, and at the federal level; and WHEREAS, the mission of the Florida League of Cities is to serve the needs of Florida's cities, promote local self-government, and support "local voices making local choices" to protect and enhance Florida's communities; and WHEREAS, the City of Miami has historically participated in and benefited from the work of the Florida League of Cities and the Miami -Dade County League of Cities, including advocacy on home rule, legislative and regulatory issues, and training and educational programs for elected officials and municipal staff; and WHEREAS, Commissioner Ralph "Rafael" Rosado currently serves as the City of Miami Commissioner for District 4, representing the neighborhoods of Flagami, West Flagler, Little Havana, Coral Gate, Shenandoah, and Silver Bluff, and is a Miami native with more than twenty-five (25) years of experience in local government, city planning, and community development; and WHEREAS, prior to his election to the City Commission, Commissioner Rosado served, among other roles, as City Manager of North Bay Village and as an urban planning and economic development professional, focusing on affordable housing, neighborhood revitalization, infrastructure, and public -private partnerships throughout South Florida; and WHEREAS, the City Commission finds that Commissioner Rosado's experience and expertise in local government and municipal policy will enable him to effectively represent the City of Miami within the Florida League of Cities and to advance the City's interests in matters affecting municipal home rule, governance, and quality of life; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. Commissioner Ralph "Rafael" Rosado, an elected official of the City of Miami, as listed above, is hereby appointed to serve as the City of Miami's representative and member of the Florida League of Cities, Inc., for a term consistent with the governing documents and practices of the Florida League of Cities and for so long as he remains an elected official of the City of Miami and is not otherwise replaced by subsequent action of this Commission. Section 3. This Resolution shall become effective immediately upon its adoption.'
