Enclosed you will find an advertisement for a public hearing to be held by the City
Commission on November 20, 2025 for the purpose of waving the conflict -of -interest
provisions contained in Section 2-612 of the City Code to allow Alexander Aguilar, a City
employee to become a City vendor as the owner of the property located at 15845 SW
143rd Path, Miami, Florida, 33177, which is currently rented to a tenant participating in the
City's Tenant -Based Rental Assistance program ("TBRA"), and to receive Housing
Assistance Payments ("HAP") as landlord under a valid existing lease agreement, enable
the City Manager to enter into an agreement with the landlord to transact business with
and for the City of Miami.
Please place the ad in accordance with the public hearing requirements of the City
Commission.

NOTICE OF PUBLIC HEARING
A public hearing will be held by the City Commission of the City of Miami, Florida on
Thursday, November 20, 2025, at 9:00 A.M. at City Hall, located at 3500 Pan
American Drive, Miami, Florida, 33133 for the purpose of granting the following:
A RESOLUTION OF THE MIAMI CITY COMMISSION, BY A FOUR -FIFTHS (415THS)
AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC HEARING, PURSUANT TO
SECTION 2-614 OF THE CODE OF THE OF THE CITY OF MIAMI ("CITY"),
FLORIDA, AS AMENDED ("CITY CODE"), WAIVING THE CONFLICT OF INTEREST
PROVISIONS CONTAINED IN SECTION 2-612 OF THE CITY CODE TO ALLOW
ALEXANDER AGUILAR, A CITY EMPLOYEE TO BECOME A CITY VENDOR AS
THE OWNER OF THE PROPERTY LOCATED AT 15845 SW 143RD PATH, MIAMI,
FLORIDA, 33177, WHICH IS CURRENTLY RENTED TO A TENANT
PARTICIPATING IN THE CITY'S TENANT -BASED RENTAL ASSISTANCE
PROGRAM ("TBRA"), AND TO RECEIVE HOUSING ASSISTANCE PAYMENTS
("HAP") AS LANDLORD UNDER A VALID EXISTING LEASE AGREEMENT, ENABLE
THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH THE LANDLORD
TO TRANSACT BUSINESS WITH AND FOR THE CITY OF MIAMI.
All interested persons are invited to appear at the meeting and may be heard with
respect to the proposed resolution. Should any person desire to appeal any decision
of the City Commission with respect to any matter to be considered at this meeting,
that person shall ensure that a verbatim record of the proceedings is made including
all testimony and evidence upon which any appeal may be based (F.S. 286.0105).
Pursuant to Miami City Code Section 2-33(o), whenever a scheduled City Commission
meeting is cancelled or is not held due to a lack of a quorum or other emergency, a
special City Commission meeting will be automatically scheduled for the Tuesday
immediately following the cancelled meeting. In the event of one of the
aforementioned circumstances, the special meeting would be held on November 25,
2025, at 9:00 a.m. in the City Commission chambers located at Miami City Hall, 3500
Pan American Drive, Miami, Florida 33133. All of the scheduled agenda items from
that cancelled meeting shall automatically be scheduled as an agenda item at the
special City Commission meeting.
The City Clerk shall notify the public of the special meeting that is to take place by
placing a notice of the special City Commission meeting at the entrance of City Hall
and the City's main administrative building, placing a notice on the City's website, and,
if feasible, placing an ad in a newspaper of general circulation before the special
meeting on the immediately following Tuesday. There shall be no additional notice by
publication required for any such scheduled agenda item that is moved to the special
City Commission meeting.
In accordance with the Americans with Disabilities Act of 1990, persons needing
special accommodations to participate in this proceeding may contact the Office of

Tuesday, October 21, 2025, and ends on Wednesday, November 19, 2025. The proposed amendment(s) will be presented to the City

Department of Housing and Community Development office located at 444 SW 2 Avenue, 9 Floor, Miami, FL 33130 (HCD Address).
