Purpose of Item:
APPROVING OF THE CITY OF MIAMI DEPARTMENT OF HOUSING AND
COMMUNITY DEVELOPMENT'S AFFORDABLE HOUSING INCENTIVE
STRATEGIES ("STRATEGIES") AS RECOMMENDED BY THE AFFORDABLE
HOUSING ADVISORY COMMITTEE ("AHAC") AND AS REQUIRED BY SECTION
420.9076, FLORIDA STATUTES; AUTHORIZING THE CITY MANAGER TO EXECUTE
ANY AND ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, TO IMPLEMENT SAID STRATEGIES.
Background of Item:
On February 25, 2021, the structure of the Affordable Housing Advisory Committee
("AHAC") was amended by the adoption of Ordinance #13967, which required one (1) of
eleven (11) members to be one locally elected official from each county or municipality
participating in the State Housing Initiatives Partnership Program ("SHIP"), serving in an
ex officio capacity.
The City of Miami's ("City") AHAC fulfills the requirement of Section 420.9072, Florida
Statutes, to review policies, procedures, ordinances, land development regulations,
local government comprehensive plan, and recommend, in an advisory capacity.
On October 29, 2025, the AHAC approved the following recommendations for the
affordable housing incentive strategies ("Strategies"), which are currently offered by the
City:
Expedited permitting,
Reduction Setback Requirements,
Impact -Fee Deferral,
Allowance of Flexibility in Densities and Intensities; (i.e., Floor Area Ratio),
Review of Legislation, Policies and Plans that Impact Affordable Housing; and
The City Administration recommends the approval of the Strategies as recommended
by AHAC.

A RESOLUTION OF THE MIAMI CITY COMMISSION APPROVING THE CITY OF
MIAMI DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT'S
AFFORDABLE HOUSING INCENTIVES STRATEGIES ("STRATEGIES") AS
RECOMMENDED BY THE AFFORDABLE HOUSING ADVISORY COMMITTEE
("AHAC") AND AS REQUIRED BY SECTION 420.9076, FLORIDA STATUTES;
AUTHORIZING THE CITY MANAGER TO EXECUTE ANY AND ALL NECESSARY

NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA.
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The Department of Housing and Community Development's Strategies as
recommended by the AHAC pursuant to Section 420.9076, Florida Statutes, are approved.
Section 3. The City Manager is authorized to negotiate and execute any and all the
necessary documents, in a form acceptable to the City Attorney, to implement said Strategies.
Section 4. This Resolution shall become effective immediately upon its adoption.
