Background of Item: The Florida Department of Law Enforcement ("FDLE"), Office of Criminal Justice Grants has awarded the City of Miami ("City")'s Police Department ("MPD") a grant in the amount of $64,611.00, to provide funding for law enforcement equipment — AED. The City submitted a grant application to FDLE requesting funds for the purchase of twenty- three (23) AED units with accessories and five (5) Toughbook laptops to replace outdated hardware and software in order to utilize current operating systems and access sensitive state and federal databases. This law enforcement equipment purchase will expand and improve the operations of MPD by enabling its investigators to provide better services to the City's residents, visitors, and business owners. This grant award does not require any local match. Said grant is awarded for the period commencing October 1, 2025, through September 30, 2026. WHEREAS, the Florida Department of Law Enforcement ("FDLE"), Office of Criminal Justice Grants ("CJG") administers state grants for pass -through to local law enforcement, criminal justice agencies, and non-profit organizations, as appropriated by the Florida Legislature; and WHEREAS, FDLE CJG has awarded the City of Miami ("City") a grant in the amount of $64,611.00 ("Grant") to provide funding for the purchase of specified equipment needed by the Miami Police Department ("MPD"); and WHEREAS, the Grant funds will be used to procure twenty-three (23) automated external defibrillator ("AED") units, accessories, and five (5) Panasonic Toughbook laptops to replace outdated hardware and software in order to utilize current operating systems and access sensitive state and federal criminal justice information databases; and WHEREAS, this said equipment will expand and improve MPD's operations by enabling its investigators to provide enhanced services to the City's residents, visitors, and business owners; and WHEREAS, the Grant award does not require a City match; and WHEREAS, the period for this Grant begins October 1, 2025, and terminated on September 30, 2026; and NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The following new Special Revenue Project is established and resources are appropriated as described below: FUND TITLE: Law Enforcement Equipment - AED RESOURCES: Florida Department of Law Enforcement APPROPRIATIONS: Technology Equipment $64,611.00 $64,611.00 Section 3. The City Manager is authorized to execute a Grant agreement between the City and FDLE, in substantially the attached form, and accept the said Grant award, with no City match funds required, for MPD to procure 23 AED units with accessories and 5 Panasonic Toughbook laptops. Section 4. The City Manager is further authorized{1} to designate the Chief of Police to negotiate and execute any and all other necessary documents, all in forms acceptable to the City Attorney, to implement the acceptance and administration of the funds and compliance with requirement of the award agreement. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: rge = . If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City of Miami Commission.
