Accept Grant — FDEM - Urban Search and Rescue (US&R)
Purpose of Item:
Adopt a Resolution to accept grant funds from the State of Florida, Division of
Emergency Management and establish a new Special Revenue Account titled "Urban
Search and Rescue ("US&R") Statewide Sustainment, in an amount of $337,500.00 to
be utilized by the Department of Fire -Rescue's Florida Task Force II to support and
sustain the US&R team capabilities.
Background of Item:
The State of Florida, through its Division of Emergency Management, has authorized
Florida Task Force II to receive $337,500.00 in reimbursement grant funding for the
sustainment of US&R team capabilities. Said grant award in the amount of $337,500.00,
commencing upon execution of the grant agreement through June 30th, 2026.

A RESOLUTION OF THE MIAMI CITY COMMISSION ESTABLISHING A NEW
SPECIAL REVENUE ACCOUNT TITLED "URBAN SEARCH AND RESCUE ("US&R")
STATEWIDE SUSTAINMENT GRANT"; AUTHORIZING THE CITY MANAGER TO
ACCEPT A GRANT IN THE AMOUNT OF $337,500.00 FROM THE STATE OF
FLORIDA, DIVISION OF EMERGENCY MANAGEMENT ("FDEM"), AND
APPROPRIATING SAID GRANT FOR THE PURPOSE OF SUSTAINING FLORIDA
URBAN SEARCH AND RESCUE TASK FORCE 2 TEAM CAPABILITIES; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL
NECESSARY DOCUMENTS, INCLUDING AMENDMENTS, RENEWALS, AND
EXTENSIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR THE
ACCEPTANCE AND COMPLIANCE WITH SAID GRANT; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City of Miami ("City") has been awarded a grant in the amount of
$337,500.00 ("Grant") from the State of Florida, Division of Emergency Management
("FDEM") for the period beginning the date the Grant agreement is fully executed through
June 30, 2026; and
WHEREAS, said Grant funds shall be utilized by Florida Urban Search and Rescue -
Task Force 2 for the purpose of sustaining team capabilities; and
WHEREAS, no matching City funds required; and
WHEREAS, it is appropriate for the City Commission to authorize the City Manager
to accept the Grant, establish a Special Revenue Account, and execute any and all
necessary documents, including amendments, renewals, and extensions, all in forms
acceptable to the City Attorney, for the acceptance and compliance with said Grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to accept the Grant and execute an
agreement with FDEM to accept pass -through funds from FEMA.
Section 3 The following new Special Revenue Account is established, and
resources are appropriated as described below:
FUND TITLE: Urban Search and Rescue Florida
Task Force II Sustainment Grant
RESOURCES: Grant Funds from Federal Emergency
Management Agency through FDEM $337,500.00
APPROPRIATIONS:
$337,500.00
Section 4. The City Manager is further authorized' to negotiate and execute any and
all necessary documents, including amendments, renewals, and extensions, all in forms
acceptable to the City Attorney, to implement the acceptance, administration, and
compliance with the Grant.
Section 5. This Resolution shall become effective immediately upon its adoption
and signature of the Mayor.2
APPROVED AS TO FORM AND CORRECTNESS:
1 The herein authorization is further subject to compliance with all legal requirements that may
be imposed. including but not limited to those prescribed by applicable City Charter and City
Code provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission
