Staff Report and Business Impact Statement
Educational Reform + New Public Benefit Option
Purpose:
This amendment proposes updates to the Miami 21 Use Tables (Educational Use only), clarifies regulations
for educational facilities in accordance with Miami -Dade County standards, and introduces a new public
benefit option providing development incentives for projects in T6 Transect Zones willing to dedicated
educational space on -site. These changes are intended to improve education infrastructure throughout the City.
Estimated Direct Economic Impact:
• There will be no additional municipal regulatory costs for businesses directly associated with this
legislation.
• With the expanded by -right opportunities, many businesses will be able to eliminate entitlement costs
when opening or expanding certain educational Uses. There are no direct compliance cost for business
associated with this amendment.
Estimated Number of Businesses to be Impacted:
• The estimated number of businesses to be impacted by this amendment cannot be determined due to the
ambiguities created by the nature of the amendment.
• The Planning Department on average receives 1-2 inquires each week about opening or expanding an
Educational Use.
Additional Information:
This Educational Reform has been a priority for the City for some time, below is a brief history:
• In 2023, the City Commission created pilot program to allow Educational Uses By -Right within the Urban
Core (T6 Transect Zone) of the City for a period of one (1) year.
• In 2024, the City discussed the sunset provision, and found that it is in the best interest of the City and its
residents to extend the provision for an additional one (1) year to 2025.
• Upon the conclusion of the program, City Staff conducted a thorough analysis of educational facilities and
researched new ways to expanding the program using more permanent long-term solutions.
