PROGRAM OVERVIEW
Continual Improvement

existing Entitlements processes.
The goal is to build on recent achievements
and the work of the Miami 21 Task Force by
identifying opportunities for process
improvements and recommend potential

CUSTOMER SERVICE ENHANCEMENTS
• Implemented Q-Flow queuing system that allows customers
to schedule appointments for permitting services from their
computer, phone, or on -site kiosks.
• Expanded Homeowner's Assistance Program and Small
Business Permit Clinic to the first floor of the MRC and across
district offices.
• Implemented Homeowner's Express Review for certain
residential permit applications, such as, roofs, windows, doors,
driveways, and minor interior repairs, which guarantees a 24-
hour turnaround on qualifying applications.
• Monitoring Building Call -Center data to better understand the
needs of our customers and develop enhancements and
efficiencies, as needed.
• Working with Chief Data Officer to implement a public facing
data portal for the Building Department which will allow
customers to monitor daily statistics on volume and review
times.
• Updated educational content and resumed on-line and in -
person training on all permitting systems for both internal and
external users.

ASSISTANCE PROGRAM
PERMITTING SYSTEM ENHANCEMENTS
• Established Enterprise Permitting division to lead the
successful implementation of a comprehensive
software solution for permitting and licensing
• Developed scope document to identify priorities for
the new system:
• Single point of entry for all permit applications
across all departments
• Sharing of data and reporting on one platform
• Identify and document all business processes
• Leveraging current contracts to explore viable
software solutions
• Hired Berry Dunn to develop business requirement
documents for new enterprise system to ensure that
the City's operational needs and expectations are met
• Completion of requirements gathering and an
implementation plan are projected for April 2026
• Current systems and business processes will continue
to be maintained and enhanced for efficiencies
throughout this period

CODE AMENDMENTS

• Chapter 54-56 - Construction, reconstruction or repair of street improvements
• This amendment intends to provide certainty as to the possible cost that may be required for right of way (ROW)
improvements.
• It will also add a pathway to allow execution of a formal agreement guaranteeing completion of ROW improvements prior to
final certificate of occupancy, so long as all life safety conditions have been satisfied.
• Chapter 55-15 - Vacation and closure of rights -of -way, platted easements, and emergency access easements by plat
• The amendment establishes a formal petition option in the City Code, giving property owners the ability to request the
vacation or closure of roads and alleys through a written petition rather than being limited to the more complex platting
process. This new process outlines specific petition requirements, departmental reviews, and a clear approval path through
the Plat and Street Committee, Planning, Zoning and Appeals Board, and ultimately City Commission.
• Chapter 62-2.1 - Traffic Statement and impact studies
• The purpose of this amendment is to streamline the City's process for reviewing traffic statements and traffic impact studies.
The revisions remove requirements for "independent providers" and City -managed consultant pools, replacing them with a
clear requirement that such studies be prepared by a registered Florida Professional Engineer who is also a Professional Traffic
Operations Engineer (PTOE).
• The amendment clarifies the scope and methodology of required traffic analysis, establishes detailed peer review procedures,
and ensures that all traffic mitigation measures are implemented prior to the issuance of any building permits.
• This amendment is intended to eliminate duplicative traffic studies.
