t•I1U R1 S, the City Commission adopted Ordinance No. 8731 on December
16, 1977 establishing revenues and appropriations for the City of :Miami,
Florida for the fiscal year ending September 30, 1978: and
WHEREAS, the Public Works Department has evaluated the lower (old)
press box at the Orange Bowl and found it to be in a rapidly deteriorating
condition due to a leaking roof deck; and
WHEREAS, the Public Works Department has estimated that an amount
of $100,000 will be needed to accomplish the necessary improvements; and
WHEREAS, the Stadiums and Marina s Department reports that the
above mentioned condition of the press box necessitates completion of
improvements before the first Miami Dolphins football game on August 5, 1978; and

WHEREAS, the amount of $100,000 from the Orange Bowl 1976-77 Retained
Earnings can be appropriated to the Enterprise Fund, Orange Bowl, for the press

:1:; Proposed Ordinance to Appropriate
Funds for Orange Bowl Press Bob
Improvements from 1976-77 Retained
The lower (old) Orange Bowl press box has been evaluated by the Department of
Public Works as being in a rapidly deteriorating condition, primarily, as a
result of a leaking roof deck. These conditions require that the work be
completed before the first Miami Dolphins football game on August 5, 1978. The
Public Works Department estimates that improvements will cost $100,000.
(Refer to the attached memoranda of June 27, 1978 from R. L. Jennings, Director,
De ent of Stadiums and Marinas and July 5, 1978 from William Parkes, Director,
licic Works Department.)
The Stadiums and Marinas Department is requesting an emergency ordinance to
appropriate the funds from the 1976-77 Orange Bowl Retained Earnings for improve-
ments to the press box. The attached June 13th memorandum from the Finance
Department identifies $451,902, in retained earnings for the Orange Bowl as of
9-30-77. However, the Finance Department has not provided a listing of purchase
orders written in FY' 76-77 for which services and goods will be received in
FY' 77-78. Therefore, we are unable to determine true liability against
retained earnings from FY' 76-77.
The attached ordinance proposes the appropriation of $100,000 fLom the 1976-77
Orange Bowl Retained Earnings to the Enterprise Fund, Orange Bowl and increases
the Enterprise Fund, Operating Revenues, Net Fund Balance Appropriation by same
amount for the purpose of funding improvements to the Orange Bowl press box.
This ordinance is submitted as an emergency inasmuch as bids are due July 12 and
the project will be awarded at the July 13 Commission meeting. Monies must be
available before August 1, 1978 in order to make timely payment for construction,
part of which will be completed within 10 days of the date the contract is awarded.

The Department of Public Works has evaluated the lower hold press
box" at the Orange Bowl Stadium, It was found to be in a deteriorated
condition because of a leaking roof deck. The following; are recom-
mended repairs to improve the lower press box:
1. Apply deck coating above lower press box
2. Replace or reinforce structural steel
3. Apply protective coating to the ceiling
4. Replace deteriorated electric wiring and
install new light fixtures
5. Replace entire dropped ceiling
6. Replace wall and floor covering
7. Miscellaneous carpentry and painting
It is our recommendation that the above mentioned items be completed
as soon as possible. We estimate that the above improvements would
cost $100,000. The first phase of the repair to the lower press box
is now out for bidding; under the title "Orange Bowl - Upper Deck -
Traffic Bearing Seal Coat - 1978". This will waterproof the lower
press box at an estimated cost of $15,000. We are receiving bids
for this project on July 12 and awarding this project at the July 13
Commission meeting. The time of construction for the installation
of this waterproofing is approximately 10 days. We recommend very
strongly that monies be available to pay the contractor by the end
of July 1978. Recognizing the immediate need for the Orange Bowl
lower press box improvements, we request your assistance in the
preparation of an emergency ordinance increasing the 1977-78 Orange
Bowl budget in the amount of $100,000 to cover all phases of repairs
listed above.

Transfer of Funds
Transfer of Funds Request
In accordance with our conversation of June 7, 1978, I have
prepared the enclosed "Transfer of Funds Request", transferring
$100,000 from the Miami Baseball Stadium "reserve for improvements"
account to the Orange Bowl, for improvements to the lower (old)
press box.
At this department's request, the department of Public Works has
evaluated the press box and found it to be in a rapidly
deteriorating condition. It has been determined that the major
cause of the deterioration is the leaking roof deck.
Public Works personnel assigned to this project have indicated
that upon approval of the above mentioned funds the following
work can be accomplished prior to the first Miami Dolphins football
game on August 5, 1978:
1. Apply deck coating above press box.
2. Replace or reinforce structural steel.
3. Apply urethane coating to ceiling.
4. Replace deteriorated electrical wiring and install new
lighting.
5. Replace entire drop ceiling.
6. Replace wall and floor coverings.
7. Miscellaneous carpentry and painting.
Recognizing the immediate need for the Orange Bowl press box
improvements, and since we have found a more economical means of
installing new chair back seats at Miami Stadium, by using
special project (cETA) personnel, I strongly recommend approval
of the transfer of funds.
