A PART OP SAID ORDINANCE'NO. 6871 BY REFERENCE AND
DESCRIPTION IN ARTICLE III, SECTION 2 THEREOF: BY
REPEALING ALL ORbINANCES, CODE SECTIONS, OR PARTS
THEREOF IN CONFLICT; AND CONTAINING A SEVERABILITY
PROVISION.
WHEREAS, the Miami Planning Advisory Board, at its meeting
of March 1, 1978, Item #4(a), following an advertised hearing,
adopted Resolution No. PAB 9-78 by a 5 to 1 vote (2 members
absent) recommending a change of zoning classification as here-
inafter set forth; and
WHEREAS, one objection was received by mail; and
WHEREAS, the City Commission, after careful consideration
and due deliberation of this matter, deems it advisable and in
the best interests of the City of Miami and its inhabitants to
amend said Ordinance, as hereinafter set forth;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. Ordinance No. 6871, the Comprehensive Zoning
Ordinance for the City of Miami be, and the same is hereby
amended by changing the zoning classification of Lot 21 less
W. 1.00' and Lot 22 less W. 1.00' and less S. 3.74' of E. 74.46'
and Lot 23 and 24 less W 1,00' and E. 74,46', Block 2, ORCHARD
VILLA EXT. (17-55), being approximately 1200-1202 N.W. 62nd
Street, from C-4A (Boulevard Commercial) to PR (Public Park
and Recreational); and by making the necessary changes in the
Zoning District Vap made a part of said Ordinance No. 6871 by
reference and description in Article III, Section 2 thereof,

(a) Change of Zoning Classification from C-4A
(BOULEVARD COMMERCIAL DISTRICT) to PR (PUBLIC
PARK AND RECREATIONAL).
and
(b) Request for permission to construct and operate
recreational facilities per ARTICLE XVIII-1
PUBLIC PARK AND RECREATIONAL USE -PR DISTRICT;
per Section 4 (1-3) on above site zoned C-4A
(Boulevard Commercial District), proposed to
be rezoned PR.
EXPLANATION: To provide for the development of the NW 12th Avenue
Mini -Park.
BACKGROUND: The 12th Avenue Park is to be developed in accord-
ance with the Open Space Plan conceived by M. Paul
Friedberg and Associates for Dr. Martin Luther King
Boulevard. Development of a system of linear parks/
open spaces can be used to provide stronger community
images and identity and to foster social, economic
and physical improvements. The public improvements
proposed for MLK Boulevard are expected to revitalize
existing commercial strips and to generate new private
ventures.
The 12th Avenue site would be developed as an innova-
tive, urban mini -park. It would reinforce the pro-
gression of activities along the Boulevard and would
be a visual and functional link in the linear park/
open space plan. It will be used as a social meeting
place and for passive recreation, and would provide a
pleasant respite for persons using the activity
centers along the Boulevard.
The combined cost for acquisition and development of
12th Avenue Park and the Tacolcy Park is about
$1,200,000.

The NW 12th Avenue Park is an important link in
the Open Space Plan adopted by the City and County
Commissions for Dr. Martin Luther King Boulevard.
It would provide many opportunities for social and
recreational experiences and would visually enhance
the neighborhood.
West of the Park is multiple family dwellings and
commercialuses; land to the south is occupied by
multiple family housing. To the east is strip
commercial development, some of it vacant. North
of the Park is a large public housing project
(Liberty Square); to the immediate south of the
irregularly -shaped Park (inverted L) is a Church.
APPROVAL
a) Approved change of zoning classification by a 5 to 1
vote 2 absent; March 1, 1978.
b) Deferred permission by a 6 to 0 vote 2 absent; March
1, 1978.
Recommend Approval of the Recreational Facility
April 5, 1978.
CITY COMMISSION APPROVED on 1st reading, May 19, 1978.
