PROVISION.
WHEREAS, the Miami Planning Advisory Board, at its meeting
of April 5, 1978, Item #4(a), following an advertised hearing,
adopted Resolution No. PAB 17-78 by a 7 to 0 vote (1 member
absent) recommending a change of zoning classification as here-
inafter set forth; and
WHEREAS, the City Commission deems it advisable and in the
best interests of the City of Miami and its inhabitants to amend
said Ordinance, as hereinafter set forth;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. Ordinance No. 6871, the Comprehensive Zoning
Ordinance for the City of Miami be, and the same is hereby
amended by changing the zoning classification of Lots 11 through
26 and Lot 29, Block 10, ORANGE HEIGHTS (14-62), being approxi-
mately 1400-1462 N.W. 62nd Street, from C-4A (Boulevard Commercial)
and R-3 (Low Density Multiple) to PR (Public Park and Recreational);
and by making the necessary changes in the Zoning District Map
made a part of said Ordinance No. 6871 by reference and descrip-
tion in Article III, Section 2 thereof,
Section 2, All laws or parts of laws in conflict herewith
be, and the same are hereby repealed insofar as they are in
conflict.
Section 3, Should any part or provision of this Ordinance
be dedlAted by a dontt of dot juriSdidtioh to be ihValid,

EXPLANATION To provide for the development of African Square Park
BACKGROUND
African Square Park, which measures 1.34 acres, was
concieved by the Martin Luther King Development Cor-
poration and defined by M. Paul Friedberg and Associates
in their Linear Open Space Plan for Dr. Martin Luther
King Boulevard. Development of African Square provides
a unique opportunity to utilize public open space as
an integrative and creative aspect of an existing com-
munity that needs economic developrent opportunities
as well as facilities that develop the social, recrea-
tional and educational environment. The rational behind
this park, from the inception, has been that social
interaction, as valuable as it is, will never over-
shadow the need for continual economic development. As
a result, African Square Park was programmed to accom-
modate entreprenuerial activities, in the form of a
village market containing six sun shelters; along with an
amphitheater, tot and childrens play area, multipurpose court
and adult game area. Stalls in the village market will
be leased to the 62nd Street Community Development Cor-
poration; the Parks Department will have prior approval
of all leases with emphases given to artisan and craft-
mens.
Acquisition, design and construction costs total approxi-
mately $612,000.
RECOMMENDATION
PLANNING
DEPARTMENT
The park site has within a three block radius over
50% of the people ih the Model City community,
This fact coupled with the fact that neighborhood
recreational and shopping facilities are inadequate,
necessitated a new approach to serve the needs of
this neighborhood,
This park will offer recreational facilities and even
more, become a focal poiht for economic development,
