PROVISION.
WHEREAS, the Miami Planning Advisory Board, at its meeting
of April 5, 1978, Item #3(a), following an advertised hearing,
adopted Resolution No. PAB 15-78 by a 7 to 0 vote (1 member
absent), recommending a change of zoning classification as
hereinafter set forth; and
WHEREAS, the City Commission deems it advisable and in
the best interests of the City of Miami and its inhabitants to
amend said Ordinance, as hereinafter set forth;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. Ordinance No. 6871, the Comprehensive Zoning
Ordinance for the City of Miami be, and the same is hereby
amended by changing the zoning classification of Lot 21, Block
16N, P. W. WHITE'S SUB (B-34), being approximately 1029 N.W.
2nd Avenue, from C-2 (Community Commercial) to PR (Public Park
and Recreational); and by making the necessary changes in the
Zoning District Map made a part of said Ordinance No. 6871 by
reference and description in Article III, Section 2 thereof.
Section 2. All laws or parts of laws in conflict herewith
be, and the same are hereby repealed insofar as they are in
conflict,
Section 3. Should any part or provision of this Ordinance
be declared by a court of competent jurisdiction to be invalid,
the tame shall hot affect the validity of the otdinatice at a
whole.

recreational facilities per ARTICLE XVIII-I PUBLIC
PARK AND RECREATIONAL USE- PR DISTRICT, per Section
4 (1-3) on above site zoned C-2 (Community Commercial)
proposed to be re -zoned to PR (Public Park and
Recreational).
EXPLANATION To provide for the development of Second Avenue Mini Park.
BACKGROUND
In the fall of 1976 the site, which was vacant and
measures 25 by 100, was offered tothe City in lieu of
taxes. Because of its location on N.W. 2nd Avenue, the
heart of Overtown, staff felt that its development would
compliment the proposed revitalization of NW 2nd Avenue.
Coincidently, $50,000 of Community Development funds had
been allocated for a mini park in the Overtown area.
The original proposed site was NW loth Street and NW 2nd
Court. However, a reasonable acquisition agreement
could not be reached with the owner so negotiations were
terminated. The 2nd Avenue site became the alternative.
The Culmer Park Community Development Task Force over-
whelmingly endorsed the substitute site. To substantiate
that support, the business people directly surrounding
the site as well as the Community Relations Board store-
front office (located directly in front of the site) were
organized into a park committee. The committee's role
was to provide input, select the design, recommend any
sub -consultants or contractors, disseminate information;
and, foremost, exemplify pride in the park through a
willingness to help with maintenance and order. There
is a City Police Officer on the park committee.
By design, the mini park will be passive. It will contain
shaded seating areas, game tables, a water fountain, a
mural, lighting and trash receptacles. Instead of people
standing on the corner of 2nd avenue and llth Street, as
they now do, it is anticipated that the park will become
the new "corner".

RECOMMENDATION
Mtich of the land use around the Second Avenue Mini Park
is deteriorated talked coitlmercial/residential buildings.
However, directly abutting the site are a barber shop,
grocery store, attorney's office; and, across the street
is the bade County's Community Relations Board storefront
office. positive strides may be achieved through recog-
nition and acceptance of people's lifestyles. Develop-
ment of this park can be the needed first step.
