Ordinance No. 6871, the Comprehensive Zoning Ordinance for the City of Miami be, and the same is hereby amended by changing the zoning classification of Tract B, CULMER PARK SUB. NO. 1 (98-12), being approximately 500-560 N.W. loth Street, from C-5 (Liberal Commercial) to PR (Public Park and Recreational); and by making the necessary changes in the Zoning District Map made a part of said Ordinance No. 6871 by reference and descrip- tion in Article III, Section 2 thereof. Section 2. All laws or parts of laws in conflict herewith be, and the same are hereby repealed insofar as they are in conflict. Section 3. Should any part or provision of this Ordinance be declared by a court of competent jurisdiction to be invalid, the tato thail not affedt the validity of the ordihande at a whole. BACKGROUND ANALYSIS RECOMMENDATION PLANNING DEPARTMENT NNW mmw MMOr MMW MWeg mmim immE MW The City of Miami Parks for People Bond Issue of 1972 provided monies for the development of Central Miami Park IM as part of the open space plan for District V. 1. Central Miami Park was conceived along with Dade County ir HUD's proposal for 151 units of family public housing that abuts the site on the west and south. On the North MN there are 85 units of County second mortgage town homes. NW And, to the east is deteriorated multi -family housing _° scheduled for future clearance. Access is adequately mm- provided by NW loth Street and NW 5th Avenue. 2. Central Miami Park will be developed primarily for active, free -style play for children under 14 years of age because they are the majority user group within the target area. A community building, that was jointly funded by Dade County is another aspect of the park that will provide arts and crafts, day care and other infoor activities. The park is also designed to accom- modate passive activities such as: picnicking, table games, sitting in the shade, etc. The intent of this aspect is to encourage family gatherings. 3. The site is approximately 3 acres and was chosen because of its ability to serve new surrounding public housing and moderate income privately owned town homes. The development costs for Central Miami Park are estimated at $260,000. Development of this park will greatly enhance community pride and identity; while providing much needed recreational opportunities.
