BY REFERENCE AND SESCRIPTION IN ARTICLE III, SECTION
2 THEREOF; BY REPEALING ALL ORDINANCES, CODE SECTIONS,
OR PARTS THEREOF IN CONFLICT; AND CONTAINING A SEVER-
ABILITY PRoVISIoN.
WHEREAS, the Miami Planning Advisory Board, at its meeting
of April 5, 1978, Item #1(a), following an advertised hearing,
adopted Resolution No. PAB 11-78 by. a 6 to 1 vote (1 member
absent) recommending a change of zoning classification as here-
inafter set forth; and
WHEREAS, the City Commission deems it advisable and in
the best interests of the City of Miami and its inhabitants to
amend said Ordinance, as hereinafter set forth;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. Ordinance No. 6871, the Comprehensive Zoning
Ordinance for the City of Miami be, and the same is hereby
amended by changing the zoning classification of Tract 10,
TOWN PARK SUB 4, U.R. Project Florida R-10 (87-52), being approxi-
mately 1432-1658 N.W. 3rd Avenue, from R-4 (Medium Density
Multiple) to GU (Governmental Use); and by making the necessary
changes in the Zoning District Map made a part of said Ordinance
No, 6871 by reference and description _in Article III, Section 2
thereof.
Section 2. All laws or parts of laws in conflict herewith
be, and the same are hereby repealed insofar as they are in
conflict.
Section 3, Should any part or provision of this Ordinance
be declared by a court of competent jurisdiction to be invalid,
the tame shall hbt affedt the Validity of the otdihande a§ a
whole.

REQUEST
EXPLANATION
BACKGROUND
ANALYSIS
1. APPROXIMATELY 1432-1658 NW 3RD AVENUE TRACT 10;
TOWNPARK SUB 4 R-10 (87-50) U.R. PROJECT FLORIDA
a) Change of Zoning Classification from MEDIUM
DENSITY MULTIPLE DISTRICT to GU -GOVERNMENTAL
USE DISTRICT.
b) Request for permission to construct and operate
a neighborhood facility per ARTICLE XXI-2 GU
GOVERNMENTAL USE DISTRICT), Section,3 (1-2) on above
site zoned R-4 (MEDIUM DENSITY MULTIPLE); proposed
to be re -zoned GU (Governmental Use)
Metropolitan Dade County, through Community Development
Funds, plans to construct a neighborhood facility in
Culmer Park on the above designated property. The
requested change of zoning to GU (Government Use District)
will accommodate the development of the Culmer Park
Neighborhood Facility.
The property is presently vacant and has a gross area of
7.5 acres. It was acquired by Dade County as a part of
the R-10 Urban Renewal -Project. The original plan called
for FHA housing, however the 1973 freeze on housing
programs prohibited development. Next, public housing
was considered for the site. However, its proximity to
the 1-95 and 1-395 expressways rendered it ineligible to
to meet environmental quality standards. Upon the advent
of the Community Development Program, the neighborhood
task force proposed that the site serve as the location
for the new Culmer Park Neighborhood Facility to be
developed with $1.75 million of federal Community Develop-
ment funds. This reuse plan was overwhelmingly accepted
by County, City and Federal agencies.
Culmer Park can be described as a social service dependent
community that is inadequately served by the present social
service system. The idea of a neighborhood service facility
emanated out of the need for a central location where
Culmer residents can receive at one location needed
health care, counseling services, food stamps, child care,
elderly services, etc. Preliminary schematic designs call
for a three -building facility totaling 34,000 square feet.
The three buildings will serve the functional areas of
Day Care, Drug Abuse and Social Services.
This site is the last major undeveloped parcel in the R-10
Urban Renewal Area.

RECOMMENDATION
PLANNING DEPARTMENT
The 11,10 boundaries are NW 21 Street on the north,
1=55 on the west, I-395 on the south, and NW 3rd
Avenue on the east. Directly to the west of the site
is Town Park Village cooperative housing; to the north
St. Agnus Church, Williams Park and Culmer Place (public
housing); to the east is a deteriorated mix of commercial/
residential uses; and, to the south 1-395. Access to
the facility for residents and neighbors south, east and
north of the site will be facilitated by NW 3rd Avenue,
Neighbors west of Culmer may use NW 20 Street to NW 3rd
Avenue. This site is considered an ideal location for
a neighborhood facility.
a) Approval of the change of zoning and
b) Approval of the governmental use subject to final site
and development plan approval considering the following
factors:
1) The neighborhood facility is generally compatible
with the commercial area and residential neighbor-
hood which surround this complex.
2) The neighborhood facility is in conformity with
the Miami Comprehensive Neighborhood Plan.
3) The site is located on NW 3rd Avenue -an arterial
street which will provide ample accessibility.
4) The proposal will benefit the immediate area by
providing social services, cultural and recreational
activities that are needed in the area.
5) The scale of the development is consistent with the
scale of the surrounding buildings.
6) The development will include landscaping and generous
setbacks.
7) The intended use of the neighborhood facility is
essential for the welfare of the community and the
subject site is appropriate for this use.
