A RESOLUTION ACCEPTING THE PLAT ENTITLED BETTY'S
ISLAND, A SUBDIVISION IN THE CITY OF MIAMI,
FLORIDA; AND ACCEPTING THE DEDICATIONS SHOWN
ON SAID PLAT; AND AUTHORIZING THE CITY MANAGER
AND CITY CLERK TO EXECUTE THE PLAT.
WHEREAS, the City Zoning Board and the Department of Public
Works have recommended the acceptance of the plat entitled
BETTY'S ISLAND;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The Plat entitled BETTY'S ISLAND is a resubdivison
of a portion of Lot 66, N.W. 17 Court and the unnumbered lot lying
northwesterly thereof, "AMENDED PLAT OF LAWRENCE PARK" (7-140), City
of Miami, Dade County, Florida which by reference is made a part
hereof as if fully incorporated herein and the dedications as shown
thereon together with all existing and future planting, trees and
shrubbery on said property, to the perpetual use of the public, be
and the same are, hereby accepted and confirmed by the City of Miami,
Florida.
Section 2. The City Manager and the City Clerk, both of the
City of Miami, Florida, are hereby authorized to execute the Plat.
PASSED AND ADOPTED this 22 day of JUNE , 1978.

Accepting Proposed Record Plat
Located at N.W. South River
Drive and N.W. 17 Avenue
The Proposed Record Plat entitled BETTY'S ISLAND is a resubdivision
of a portion of Lot 66, N.W. 17 Court and the unnumbered lot lying
northwesterly thereof, amended plat of Lawrence ?ark (7-140). It
will consist of one (1) tract having a total area of 0.33± of an
acre. It is zoned R-1. This plat is being forwarded to your office
for City Commission Action.
The attached detailed report from the Department of Public Works
recommends the approval of the plat by the City Commission of
Miami, Florida, and certifies its correctness as to form.
Also attached are the following itemized papers necessary to
present the Plat to the City Commission of Miami:
(1) Resolution accepting the Plat
(2) Print of proposed Record Plat
(3) Agreement form pertaining to subdivision improvements
(4) Opinion of Title
(5) memorandum from the Department of Planning
waiving landscaping requirements
(6) Memorandum from the Miami -Dade Water and Sewer
Authority pertaining to water mains and appurtenances
(7) Portion of City Atlas Sheet No. 25 showing property
platted colored in red

REPORT OF PROPOSED RECORD PLAT OF
BETTY'S ISLAND
A SUBDIVISION IN THE CITY OF MIAMI, FLORIDA

The accompanying Plat entitled BETTY'S ISLAND was prepared
by Biscayne Engineering Company. It is in correct form for
submission to the City Commission and is forwarded with a
recommendation that it be approved.
PERTINENT INFORMATION REGARDING THE PLAT:

(1) The property platted is a resubdivision of a portion of Lot
66, N.W. 17 Court and the unnumbered lot lying northwesterly
thereof, amended plat of Lawrence Park (7-140). It will
consist of one (1) tract having a total area of 0.33t of an
acre. The property is zoned R-1.
(2) The location of the streets and the widths conform with the
standards of the Department of Public Works of the City of
Miami, Florida.NEB

(3) As certified to by Stanley B. Shalita, Reg
istered Land Surveyor,
this Plat complies with the plat filing laws of the State
of Florida.
(4) The City Planning and Zoning Board of Miami, Florida, after
Public Hearing, has recommended the closing of N.W. 17 Court.
This action was confirmed by City Commission Resolution No.
78-77.
(5) By authority of Resolution No. ZB-40-78, adopted February 6,
1978, the Plat was recommended for acceptance by the City
Zoning Board of Miami.
(6) The attached Certificate of Title Examination dated February 17,
1978 signed by Linton R. Lovett, Attorney, indicates that the
fee simple title to the property platted is correctly vested
in A. H. Blake and Betty M. Blake, his wife, and the Plat has
been correctly executed.

(7) The area platted is not encumbered by any mortgages,
(8) In accordance with the requirements of Chapter 54, Section
54-20, of the Code of The City of Miami, a Cashier's Check
in the amount of $1,900,00 has been tendered by the owner,
A. H. BLAKE and BETTY M, BLAKE, his wife, This Cashier's
Check has been deposited with the Director of Finance and
will guarantee the completion of the subdivision improvements
according to the provisions of the Agreement between The City
of Miami and the aforementioned A. H, BLAKE and BETTY M,
BLAKE, his wife, The improvements required at the property
platted are listed as follows: Pavement Removal, Removal of
Existing Sidewalk, Removal of Existing; Curb, Guardrail
Removal, Storm Drainage Structure and Sanitary Sewers.
(9) The location of the property is shown colored in red on the
accompanying copy of a portion of City of Miami Atlas Sheet
No. 25.
(10) The attached Resolution has been prepared for the acceptance
of the Plat by the City Commission of Miami.

Re: The Official Vacation and Closure of that portion
of N.W. 17th Court lying between northwesterly
production of the southwesterly boundry of Lot 66
of LAWRENCE PARK A! -ID (7-140) and the westerly
right-of-way line of N.W. 17th Avenue; all in
conjunction with Tentative Plat #1003-A "BETTY'S'
ISLAND".
I do not feel that granting of the above closure would be consistent
with the highest and best use of the existing property.
I would like to suggest that you have your staff investigate the
feasibility and cost of the following alternative:
The City of Miami (you, me and hundreds of thousands of others)
now owns that portion of N.W. 17 Court that the petition wants to close
off. I would like to recommend that the City of Miami purchase Lot 66,
and that portion of Lot 67 that is bounded by Lot 66 on the North and
N.W. So. River Drive on the South, and keep it cleared of underbrush.
This would provide another park area and would also:
1. Provide safer egress and ingress to N.W. 17 Avenue. The
junction of eastbound N.W. South River Drive at 17th Avenue
is one of the most dangerous intersections in Miami. This
is caused, primarily, by fast moving vehicles traveling south
over the 17th Avenue bridge and making adjustments to either •
go west on 836 or N.W. South River Drive, or to continue sout
on N.W. 17th Avenue.
2. Provide a safer place for people to walk --- they could walk
along 17th Court or through the open park area instead of along
busy N.W. 17th Avenue.

Maintain another much needed open ait area for Miatni.
4. Enhance the beauty of one of Miami's Streets. We are hoW
spending millions of dollars along S.W. 8th Street and
Flagler Street to achieve the same objective. This lot
already has beautiful trees. It just needs the undergrowth
kept under control.
I am concerned that if the above closure is approved it will
make the Tentative Plat 41003-A "Betty's Island" suitable for some
use other than the present R-1, single family, zoning. This would
be damaging to the neighborhood and in direct conflict with my rights
as a property owner in the neighborhood.
I would hope that you would take this into consideration before
acting on fir. Blake's application.
If the Commission should elect to abandon the street right of way
I would protest any future change in zoning or a variance from the
existing zoning.
