ONGIE City Clerk July 19, 1978 PILE Transmittal of Resolution No.78=426 re "El Al Israel Airlines' applica- tion for landing rights at Miami International Airport. Pursuant to direction from the City Commission at its meeting of June 22, 1978, the Office of the City Clerk forwarded to various designees a copy of a prepared Resolution (R-78-426) urging favor- able consideration by the Civil Aeronautics Board of the pending application for landing rights and privileges at Miami International Airport by "El Al Israel Airlines." Enclosed please find a letter from Stephen W. Bosworth, Acting As- sistant Secretary for Economic and Business Affairs, Department of State, in response to our correspondence. RGOmh Encl.a/s• ME- bE'ARTMENt OP SLATE w,:h,,ton. .E(2J) )1V h PiY8 Dear Mr. Ongie: Thank you for your mailgram of June 22 to Assistant Secretary Katz concerning your interest in opening Miami to direct air service to Israel. Aviation negotiations with Israel began on June 26 to consider additional landing rights in the United States for El Al, new provisions for charter air services bet- ween the two countries, and revised arrangements to facilitate low air fares. The two delegations are in substantial agreement with regard to most of these issues. We have offered a substantial expansion of El Al's landing rights in the United States. Under our proposal, El Al could choose which four additional landing points it wished to serve, and it would be free to include Miami in its selection. The agreement would also permit US airline service between Miami and Israel. Sincerely, gte hen W. B PBosworth Acting Assistant Secretary for Economic and Business Affairs Mr. Ralph Ongie .
