ONGIE CIr" CLERK Dear Mr. Weiss: The City Caimission of the City of Miami, at its Regular Meeting held on June 13, 1978, passed and adopted by unanimous vote M-78-412, the text of which we hereinbelow quote: A MOTION DIRECTING THE CITY MANAGER TO MAKE PROVISION FOR REIMBURSEMENT OF TRAVEL EXPENSES FOR TWO REPRESENTATIVES OF THE CITY OF MIAMI INCLUDING ONE COMMISSIONER OR THE MAYOR AND ONE ADDITIONAL PERSON TO REPRESENT THE CITY IN CONNECTION WITH THE PRESENTATIONS TO BE MADE FOR THE 1981 SUPER HOWL GAME AT THE ANNUAL MEETING OF THE NFL TO BE HELD IN HONOLULU, HAWAII, IN MARCH OF 1979. I would like to convey very strongly that we are most interested in bidding on the game, and, in fact, intend to win not only the 1981 game but as many future games as we possibly can. We look forward to a further communication from you regarding a pre -presentation conference, and you may rest assured that we will work with the National Football League as closely as possible regarding your needs and desires. I am forwarding a copy of this letter to Maurice Ferre and his colleagues in the City of Miami, and I have no doubt that they will continue their outstanding cooperation with the league in an effort to make the Super Bowl even more exciting and interesting in 1981. The annual meeting begins at the Royal Hawaiian on Monday, March 12, and if past practices are followed, the presentations will be held on Tuesday morning, March 13, with a decision anticipated later that day. Realize March is down the road a bit but it would help if you could indicate as soon as convenient whether Miami would expect to make a presentation. We would like to draw up an early list of cities interested in order to arrange a pre -presentation meeting at which some critera could be discussed. Among the areas we would like to investigate are: 1. Firm and binding advance commitments, including rates, from area hotels at each potential site. 2. Firm and binding commitments from transportation companies, including rates for an availability of busses, limousines, taxis and rental cars. 3. Availability of local coordinator or two or three person Super Bowl Task Force with whom the NFL's Super Bowl staff could maintain regular contact in pre -game planning taking place between the award of the game and the game itself. Quite frankly, problems have been developing particularly in these areas in recent years, and it is imperative that groups making presentations for the Super Bowl have a clear understanding with the League itself as to the existence of binding commitments at the time the presentations are made. We can get into deeper detail regarding these problems after we have your expression of interest in the 1981 game.
