HomeMy WebLinkAboutO-08815r 1 ibMENt NO: TO D CE 87 i § ORb1NANCE NO, 8$1,6 AN EMERGENCY o101NANCE AMENbtNG SECTION 1 OF ORbt_NANCt; No, 8719, AbOF/48n oCTOAER 26, 1977, T11); SUMMARY GRANT APP of?RnA1IONS ORDINANCE, gY t;51 ASL1511tNG A NEW TRUST AND AGENCY POND, ENttTLEtit "STAFF TRAINING FOR ADAPTEb RECREATION (S, ',A,R, )," AND Atit'ROPRtATINO FUNDS 1 OR THE OPERATION OF THE NEW TRUST AND AGENCY FUND; CONTAIN/NO A REPEALER PROVISION ANti A SEVERAMLITY CLAUSE, WHEREAS, the City Commission adopted Ordinance No. 8719 on October 26, 1977, establishing resources and appropriations for grant funds anticipated by the City of Miami, Florida, and for corresponding City cash -match requirements; and WHEREAS, the United States Department of Health, Education and Welfare has offered a grant award of $35,000 to the City of Miami for "Staff Training for Adapted Recreation (S.T.A.R.)" for the period June 1, 1978, through May 31, 1979; and WHEREAS, this program will enable the Parks Department to improve the delivery of recreational services to handicapped persons by training recreational professionals and students in adapting recreation programs and facilities for use by the handicapped; and WHEREAS, the City Commission adopted Resolution No. 77-82 on January 27, 1977, authorizing the City Manager to accept the grant award and execute contracts and/or agreements necessary to implement the program; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 8719, adopted October 26, 1977, as amended, is hereby further amended as follows:1/ "Section 1. The following Trust and Agency Fund are hereby established and resources are hereby appropriated as described herein: * * * FUND TITLE Staff Training for Adapted Recreation .......... (S.T.A.R.) Section 5. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four —fifths of the members of the Commission. FERRE, MAYOR ED AS TO FORM AND ECTNESS: EORGE KNOX, CITY ORNEY -n: r, a t1,.l : Joseph R. brassie City Manager toward V. 0ary, Director !.11.'ktf.=LURIbA June 2, i978 Proposed Brant ordinance Amendment: "staff Training for Adaptive Recreation 4 Department of Mane/ernerit and tudget The attached proposed ordinance appropriates the funds needed to carry out the following grant program: A $15,000 award from the U.S. Department of Health, Education, and Welfare has been offered to the City of Miami for a "Staff Training for Adaptive Recreation (S.T.A.R.)" program. Our Parks Department will administer the program. The grant period is June 1, 1978 through May 31, 1979. This training program will provide an opportunity for recreation professionals and students to learn the philosophy and techniques of adapting recreation programs and facilities for use by the handicapped. Educators from local institutions of higher learning will work with recreational personnel from the City of Miami and other municipalities to conduct the training sessions. This ordinance has been submitted as an emergency to allow for immediate implementation of the program as required by the U.S. Department of Health, Education, and Welfare. BD/db t.nlph G.
