HomeMy WebLinkAboutO-08814Rt'CIrb it l/8 OR1)tNANCt+ NO. . 8814 ,, AN OROINANCE CRRA'ttNG A Nt;W HEPARtMtNt TO RR KNOWN AS THE bi;RARTMt;NT Ott ',Etna SERVtCt S,PROVtb1NG t'OR Tat AI POINTt4t t4T OP A btRtCtOR t3Y THE CITY MANAGER; RRRSCRtt3tNG tat PUNCTIONS ANt) bUTtt S OR tat b1 RARTMt;NT; CONTAINING A Rt;I ALRR PROVISION AO A SRYRRA- t3ILtTY CtAtiSE WHEREAS, Section 19A of the Charter of the City of Miami provides that the Commission may create new departments or discontinue any department and determine, combine, and dis- tribute the functions and duties of departments and subdivisions thereof; and WHEREAS, it is the desire of the Commission to exercise such authority and to create a new department to be known as the Department of Leisure Services, and to distribute and transfer to it certain functions and duties heretofore primarily performed by the Department of Parks and Recreation; and WHEREAS, the general public may then be served in a more efficient and satisfactory manner; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. A department to be known as the Department of Leisure Services is hereby created. Section 2. The City Manager is hereby authorized to appoint a director of the Department of Leisure Services. The Director shall administer the affairs of the Department subject to the supervision and control of the City Manager in all matters. Section 3. The function and duties of the Department of Leisure Services are to: provide leisure -time activities for all age groups within the community, emphasizing educational, cultural, and recreational activities, Section 4, The beparttnent of Leisure gerviees will adtninistet City prat/ iatns stieh as recteatiofi, epediai_ programs for the handicapped, day care and other child development pro- grams, cultural enrichment activities, amateur boxing, and the City's (401f courses. Section 5. All ordinances or parts of ordinances Insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 6. If any section, part of section, para- graph, clause, phrase, or word of this ordinance is declared invalid the remaining provisions of this ordinance shall not he affected. Howard and Robert W. Parkins, dated December 6, 1977, provides a discussion of the feasibility and suitability of combining both programs into the hew department. While the cost data may have changed, the discussion continues to be relevant. Funding for the Department of Leisure Services was planned and approved in this year's budget. This department can be opera- tional by the end of June, when the establishing ordinance be- comes effective. That question was reviewed by the Commission on tiebruary 9, and the Com- mission decided no change was needed. This decision, then, creates no impact on the proposed Department of Leisure Services. Detailed appropriations for the Department of Leisure Ser- vices were programmed into the 1977-78 Budget and were approved by the Commission on December 16, 1977. elt, bP MIAMI.
