ANb APPROPRIATING FUNbS POR THE OPERATION OP THE
NEW 'TRUST AND AGENCY FUNb; CONTAINING A REPEALER
PROVISION ANb A SEVERABILI1t CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 8719 on October 26,
1977) establishing resources and appropriations for grant funds anticipated by
the City of Miami, Florida, and for corresponding City cash -match requirements;
and
WHEREAS, the United States Department of Justice through the r'lorida
Department of Administration has agreed to award the City of Miami $229,635 for
a "Data Access Radio Network (D.A.R.N.)" for the period July 1, 1978, through
January 31, 1980; and
WHEREAS, the State of florida has agreed to provide $12,757 in State funds
to cover a portion of the federal cash -match requirement; and
WHEREAS, a sum of $12,759 is available within the City's cash -match
account of Special Programs and Accounts to cover the remaining federal
cash -match requirement; and
WHEREAS, this grant program will improve the crime prevention services of
the Police Department by equipping 150 uniform cars with new 800 MHZ Mobile
Radios; and
WHEREAS, the City Commission adopted Resolution No. 78-334 on May 19,
1978, authorizing the City Manager to accept the grant award, enter into any
contracts or agreements to implement the grant program, and to make cash -match
funds available;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA;
Section 1. Section 1 of Ordinance No, 8719, adopted October 26, 1977, as
amended, is hereby further amended as follows:1/
"Section 1. The following Trust and Agency Fund are hereby established
and resources are hereby appropriated as described herein;

Section 26 if any section, part of section, paragraph, clause, phrase or
word of this ordinance is declared invalid, the remaining provisions of this
ordinance shall not be affected.
Section 3. All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this ordinance are hereby
repealed.
Section 4. This ordinance is hereby declared to be an emergency measure
on the grounds of urgent public need for the preservation of peace, health,
safety, and property of the City of Miami, and upon the further ground of the
necessity to make the required and necessary payment of interest and principal
on its debts, necessary and required purchases of goods and supplies, and to
generally carry on the functions and duties of its muncipal affairs.
Section 5. The requirement of reading this ordinance on two separate days
is hereby dispensed with by a vote of not less than four —fifths of the members
of the Commission.

Proposed Grant Ordinance

The attached proposed ordinance appropriates the funds needed to
carry out the following grant program:
A sum of $229,635 in federal funds and $12,757 in state funds
have been awarded to the City of Miami by the Plorida Depart-
ment of Administration for a "Data Access Radio Network (D.A.R.N.)"
program. The City of Miami must contribute $12,759 in cash
to be in compliance with federal match requirements. Our
Police Department will administer the grant. The contract
period is from July 1, 1978 through January 31, 1980.
This grant will provide new mobile radios for 150 uniform cars with
the goal of improving response time for police staff when requesting
data, reducing voice traffic, and reducing repair time on mobile radios
by 40 man-hours per month.
This ordinance has been submitted as an emergency to allow for immediate
implementation of the program as required by the Florida Department
of Administration.
