AN EMERGENCY ORDINANCE AMENDING SECTIONS 1 AND 5 or ORDINANCE NO. 8731, ADOPTED DECEMBER 16, 1977, THE ANNUAL APPROPRIATIONS oRDtNANCE FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 1978, AS AMENDED, BY INCREASING THE APPROPRIATION FOR THE GENERAL I'UND, TOURISM PROMOTION DEPARTMENT IN AN AttoUNT OF $30,000 TO COVER EXPENSES INCUR- RED BY THE INTERNATIONAL POLK PESTIVAL; INCREASING THE GENERAL FUNb,SPECIAL PROGRAM AND ACCOUNTS, UNALLOCATED BALANCE BY $4,000 OF ADDITIONAL PROCEEDS FROM THE INTERNATIONAL POLK FESTIVAL; INCREASING TOTAL ANTICIPATED REVENUES TO BE RECEIVED FR0M THE INTERNATIONAL FOLK FESTIVAL BY $34,000; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 8731 on December 16, 1977 establishing revenues and appropriations for the City of Miami, Florida, for the fiscal year ending September 30, 1978; and WHEREAS, the City Commission adopted Motion No, 78-174 on March 9, 1978, reaffirming support of the Miami International Folk Festival, declaring that the Festival be citizen -run, and further stipulating that a member of the International Folk Festival Committee be held accountable for the disbursement of the $19,000 in City funds allocated for this program; and WIIEREAS, the City Commission passed Motion No. 78-272 on April 27, 1978 authorizing and directing the City Manager to make a search for funds in the amount of $2,500 to cover a shortage for the International Folk Festival; and WHEREAS, it is now estimated that the total expenses for the 1978 International Folk Festival will amount to approximately $49,000; and WHEREAS, it is now estimated that revenues for the 1978 International Folk Festival will amount to $34,000, which together with the $19,000 contributed by the City will total $53,000; and WHEREAS, an amount of $30,000 needed to cover the remaining expenses incurred by the International Folk Festival can be appropri- ated into the General Fund, Tourism Promotion Department; and ftftEREAS, the 7ettaittifg afaunt of $4000 itt revettue from the international folk festival cart be appropriated iute the General tuttd, Special Programs and Accounts, Unallocated balance, as a contribution front proceeds of the lnternatidnal Volk festival; NOW, THEREFORE, BE 1T ORDAINED BY THE coHMISBION OF THE CITY OF MIAMI, rtORtDA: Section 1. Section 1 of Ordinance No. 8731 adopted 1/ December 16, 1977, as amended, is hereby further amended as follows: "Section 1. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preser- vation of peace, health, safety and property of the City of Miami, and upon the further ground of the necessity to make the required and necessary payments to its employees and officers, payment of its contracts, payment of interest and principal on its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of its municipal affairs. Section 6. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. The Department requests emergency legislation to enable therm to meet these payments within a reasonable period of time, Bute 2 , 1518 Proposed ordinance to AppropriatE Revenues from the 1978 Inter- national Folk Festival Tourismm '-' prometiOh Department Total revenues collected from the sale of tickets for the Inter- national Folk Festival Ball, booth rentals, and concession sales will amount to approximately $34,000. Expenses for the 19`18 International Folk Festival have been projected to total approximately $49,000. This amount can be covered with the $19,000 contribution from the city (Tourism Promotion Department) and $30,000 of the International Folk Festival total revenue of $34,000. The additional $4,000 can then be appropriated into the General Fund, Special Programs and Accounts, unallocated Balance as a reimbursement from the International Folk Festival. Motion 78-272, authorizing and directing the City Manager to make a search for funds in the amount of $2,500 to cover a shortage for the International Folk Festival, resulted from Mr. Freedman's concern that funds would not be available for timely payment of purchases for the operation of the Festival. The sum of $2,500 requested comes within the $49,000 total estimated expenses.
