HomeMy WebLinkAboutR-78-0414AMMO RESOLUTION NO, 78-414 A RESOLUTION CONFIRMING ORDERING RESOLUTION NO, 78277, AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR SEALED BIDS FOR THE CON- STRUCTION OF COCONUT GROVE BUSINESS AREA DECORATIVE PEDESTRIAN=SCALE STREET LIGHT- ING PROJECT 13=6177, AND DESIGNATING THE PROPERTY AGAINST WHICH SPECIAL AGREED CHARGES SHALL BE MADE FOR THE ENTIRE COST THEREOF AS COCONUT GROVE BUSINESS AREA DECORATIVE PEDESTRIAN -SCALE STREET LIGHT- ING PROJECT AREA B-6177. WHEREAS, at the Commission meeting of April 27, 1978, Resolution No. 78-277 was passed which ordered a decorative light- ing project, identified as COCONUT GROVE BUSINESS AREA DECORATIVE PEDESTRIAN -SCALE STREET LIGHTING PROJECT B-6177, and designating the property against which special agreed charges shall be made for the entire cost thereof as COCONUT GROVE BUSINESS AREA DECORATIVE PEDESTRIAN -SCALE STREET LIGHTING PROJECT AREA B-6177; and WHEREAS, pursuant to due public notice a public hearing was held before the City Commission on June 13, 1978 as to any objections to the confirmation of Resolution No. 78-277, and WHEREAS, no objections to the confirmation of said decorative lighting project were sustained by the Commission, it is therefore in order for the Commission to confirm said ordering resolution and authorize the City Clerk to advertisefo ed bids said project. for the construction of "DOCUMEI4T ITEM NO. /_1NUt � NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Resolution No. 78-277, passed and adopted April 27, 1978, which ordered COCONUT GROVE BUSINESS AREA DECORATIVE PEDESTRIAN -SCALE STREET LIGHTING PROJECT B--6177, and designating the property against which special agreed charges shall be made for the entire cost thereof as COCONUT GROVE BUSINESS AREA DECORATIVE PEDESTRIAN -SCALE STREET LIGHTING PROJECT AREA B-6177, be, and is hereby, confirmed, -1- MDff- Section 2. The City Clerk be, and he is hereby, authorized to advertise for sealed bids for the construction of COCONUT GROVE BUSINESS AREA DECORATIVE PEDESTRIAN -SCALE STREET LIGHTING PROJECT B-6177, and designating the property against which special agreed charges shall be made for the entire cost thereof as COCONUT GROVE BUSINESS AREA DECORATIVE PEDESTRIAN=SCALE STREET LIGHTING PROJECT AREA B-6177. Parkes Director Department of Public Works June 133 1978 B-6177 COCONUT GROVE BUSINESS AREA DECORATIVE PEDESTRIAN -SCALE STREET LIGHTING PROJECT B=6177 = Resolu- tion Confirming Ordering Resolu- tion & Authorizing Advertising for Bids Improvements to the Coconut Grove Business Area which will include the installing of pedestrian -scale lighting fixtures and poles, and the installing of underground wiring was ordered by the City Commission at their meeting of April 27, 1978, Resolution No. 78-277. It is now in order to confirm the Ordering Resolution No. 78-277 and authorize advertising for bids. A Public Hearing will be held on June 13, 1978, at which time the Commission will hear objections to the confirmation of the Ordering Resolution. IF NO OBJECTIONS ARE SUSTAINED, THE DEPARTMENT OF PUBLIC WORKS RECOMMENDS ADOPTION OF A RESOLUTION CONFIRMING ORDERING RESOLU- TION NO. 78-277, AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR SEALED BIDS FOR THE CONSTRUCTION OF COCONUT GROVE BUSINESS AREA DECORATIVE PEDESTRIAN -SCALE STREET LIGHTING PROJECT B-6177, AND DESIGNATING THE PROPERTY AGAINST WHICH SPECIAL AGREED CHARGES SHALL BE MADE FOR THE ENTIRE COST THEREOF AS COCONUT GROVE BUSINESS AREA DECORATIVE PEDESTRIAN -SCALE STREET LIGHTING PROJECT AREA B-6177. Main Highway from McFarlane Road to Franklin Avenue, Fuller Street from Main Highway to Grand Avenue, Commodore Plaza from Main Highway to Grand Avenue, Grand Avenue from Mary Street to McDonald Street. The Coconut Grove improvements will include the installation of decorative pedestrian -scale street lighting; with underground electric cable. This lighting installation will be done in conjunction with the highway improvement that is scheduled for that area. REASON FOR - The Coconut Grove Chamber of Commerce and the WORK Coconut Grove Ad Hoc Committee appeared before the City Commission on July 28, 1977 and requested that decorative pedestrian -scale street lighting be installed in conjunction with the scheduled highway improvement. SOURCE OF - "Local Improvement Revolving Fund" as created by FUNDS Ord. 4594. Funds to be appropriated after bids are received. JOB COST Estimated total cost - $105,000. The entire cost will be assessed to the property owners within this district who have signed "covenants" or "agreements" with the City. ESTIMATED - $15.48 per front foot for properties fronting, on SPECIAL Grand Avenue, Fuller Street and Nain Highway. CHARGES $9.08 per front foot for properties fronting on Commodore Plaza. The Coconut Grove area is an historic tourist attraction and is known throughout the nation for its quaint atmosphere. B Main Highway between McFarlane Road and Franklin Avenue; Grand Avenue between Mary Street and McDonald Streets and Fuller Street and Commodore Plaza between Main Highway and Grand Avenue make up most of the business area of Coconut Grove. C. The City of Miami has a Highway Improvement District scheduled for construction to start in August 1978 for the above -mentioned area. That 'project will consist of the following improvements t The re- placement of the existing sidewalk with decorative brick sidewalk, and new 6" curb and gutter, landscaped planter areas, trees in the siucwalk area (with grates), and decorative bricked cross -walks. D. The Coconut Grove Ad Hoc Committee and a majority of the prop- erty owners feel that decorative and pedestrian -scale lighting fixtures and poles (supplemental to the street lighting system) would upgrade the area and help to create a more casual and relaxed atmosphere which hopefully will promote more business. E. The Ad Hoc Committee agreed that the entire cost of this lighting improvement would be borne by the abutting property owners. The City Commission, on July 28, 1977, adopted Motion No. 77=626 "authorizing and directing the City Manager to investigate a request for installation of decorative street lamps in the busi- ness area of Coconut Grove to determine if assessment for the cost of these lamps may be made to property owners over a period of 10 years and investigating the cost of the City paying for electricity and maintenance of said lamps." F. On December 8, 1977, the City of Miami Law Department declared that the property owners would have to sign a "covenant" in order to legally obligate therm to pay the cost of improvement. G. It was stated in the December 27, 1977 letter to the property owners that covenants would be needed from at least 90% of the property owners. To date, the required number of covenants have been received only for the accomplishment of work for a portion of the project area. H. The City Commission at their April 27, 1978 meeting, ordered the decorative lighting project, identified as COCONUT GROVE BUSINESS AREA DECORATIVE PEDESTRIAN -SCALE STREET LIGHTING PROJECT B-6177, and desinating the property against which special airreed charges shall be made for the entire cost thereof as COCONUT GROVE BUSINESS AREA DECORATIVE PEDESTRIAN -SCALE STREET LIGHTING PROJECT AREA B-6177. ACTION TO BE TAKE 1, An improvement described as Coconut Grove Business Area Decorative Pedestrian -Scale Street Lighting Project B-6177 shall be confirmed. This project encompasses the following streets: that portion of Main Highway lying between McFarlane Road and Franklin Avenue; that portion of Grand Avenue lying between Mary Street and McDonald Street; that portion of Commodore Plaza lying between Grand Avenue and Main Highway; and that portion of Fuller Street lying between Grand Avenue and Main Highway. 2. This Improvement shall consist of installing decorative pedestrian - scale lighting fixtures and poles, and wiring the system under- ground, All the work is to be done as specified and described in the Standard City of Miami specifications for Public Works Projects. 3. This Improvement shall be designated in all proceedings as Coconut Grove Business Area Decorative Pedestrian -Scale Street Lighting Project B-6177, and the property against which special agreed charges shall be made for the entire cost thereof, shall be designated as Coconut Grove Business Area Decorative Pedestrian - Scale Street Lighting Project Area B-6177.
