Enclosed you will find an advertisement for a public hearing to be held by the City
Commission on December 11, 2025 for the purpose of directing and authorizing the City
Manager to revisit PH.3 of October 9, 2025 agenda, which involves the
execution of a site ACity of Miami and 5215
Flagler Street, LLC, for the purpose of accessing City of Miami owned real property
located at 5350 Flagler Street, Miami, Florida, for staging and parking in connection with
the affordable housing project, located at 5215 West Flagler Street, Miami, F
Flagler Villas Phase Ofor a period not to exceed Three Hundred Sixty Five (365)
days from the effective date of the agreement.
Please place the ad in accordance with the public hearing requirements of the City
Commission.

NOTICE OF PUBLIC HEARING
A public hearing will be held by the City Commission of the City of Miami, Florida on
Thursday, December 11, 2025, at 9:00 A.M. at City Hall, located at 3500 Pan American
Drive, Miami, Florida, 33133 for the purpose of granting the following:
DIRECTING AND AUTHORIZING THE CITY MANAGER TO REVISIT PH.3 OF
OCTOBER 9, 2025, MEETING AGENDA, WHICH INVOLVES THE EXECUTION
OF A SITE ACCESS AGREEMENT (“AGREEMENT”), BETWEEN THE CITY OF MIAMI
AND 5215 FLAGLER STREET, LLC, FOR THE PURPOSE OF ACCESSING CITY OF
MIAMI OWNED REAL PROPERTY LOCATED AT 5350 FLAGLER STREET, MIAMI,
FLORIDA, FOR STAGING AND PARKING IN CONNECTION WITH THE AFFORDABLE
HOUSING PROJECT, LOCATED AT 5215 WEST FLAGLER STREET, MIAMI,
FLORIDA (“FLAGLER VILLAS PHASE ONE”), FOR A PERIOD NOT TO EXCEED
THREE HUNDRED SIXTY FIVE (365) DAYS FROM THE EFFECTIVE DATE OF THE
AGREEMENT.
Said proposed resolution(s) may be inspected by the public at the Office of the City
Clerk, 3500 Pan American Drive, Miami, Florida 33133, Monday through Friday,
excluding holidays, between the hours of 8 a.m. and 5 p.m., or http://miamifl.iqm2.com
five days before the date of the Commission Meeting.
All interested persons are invited to appear at the meeting and may be heard with
respect to the proposed resolution. Should any person desire to appeal any decision of
the City Commission with respect to any matter to be considered at this meeting, that
person shall ensure that a verbatim record of the proceedings is made including all
testimony and evidence upon which any appeal may be based (F.S. 286.0105).
Pursuant to Miami City Code Section 2-33(o), whenever a scheduled City Commission
meeting is cancelled or is not held due to a lack of a quorum or other emergency, a
special City Commission meeting will be automatically scheduled for the Tuesday
immediately following the cancelled meeting. In the event of one of the aforementioned
circumstances, the special meeting would be held on December 16, 2025, at 9:00 a.m.
in the City Commission chambers located at Miami City Hall, 3500 Pan American Drive,
Miami, Florida 33133. All of the scheduled agenda items from that cancelled meeting
shall automatically be scheduled as an agenda item at the special City Commission
meeting.
The City Clerk shall notify the public of the special meeting that is to take place by
placing a notice of the special City Commission meeting at the entrance of City Hall and
the City’s main administrative building, placing a notice on the City’s website, and, if
feasible, placing an ad in a newspaper of general circulation before the special meeting
on the immediately following Tuesday. There shall be no additional notice by publication
required for any such scheduled agenda item that is moved to the special City
Commission meeting.
In accordance with the Americans with Disabilities Act of 1990, persons needing special
accommodations to participate in this proceeding may contact the Office of the City
Clerk at (305) 250-5361 (Voice) no later than five (5) business days prior to the
