IN ORDINANCE NO, 6945, AS AMENDED, 8Y REDUCING
THE TIME-INGRAbt REQUIREMENTS FOR FIRE FIGHTERS
TO RE EttUI$tE TO TAKE THE Plitt LIEUTENANT
PROMOTIONAL EXAMINATIONS PROM 5 YEARS TO 4 YEARS;
CONTAINING A REPEALER PROVISION AND A SEVERARILITY
CLAUSE,
WHEREAS, the Civil Service Board, at ite meeting of
May 2, 1978 voted to amend Rule XII, Section 4, of the City
of Miami Civil Service Rules and Regulations, as set forth
herein; and
WHEREAS, it is the desire of this body to incorporate
these provisions in the Civil Service Rules and Reguations of
the City of Miami, Florida;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. Rule XII, Section 4, of the Civil Service
Rules and Regulations of the City of Miami, Florida, effective
December 15, 1961, as amended, as contained in Ordinance No.
6945, as amended, is hereby further amended in the following

particulars:
"Section 4. Fire Promotions: Employees with
€#ire-{&} four (4) years of actual continuous satis-
factory service in the classification of Fire Fighter
shall be considered eligible to take a competitive
promotional examination for Fire Lieutenant. Employees
with two (2) years of actual continuous satisfactory
service in the classification of Fire Lieutenant shall
be considered eligible to take a competitive promotional
examination for Fire Captain. Employees with two (2)
years of actual continuous satisfactory service in the
classification of Fire Captain shall be considered
eligible to take a competitive promotional examination
for Chief Fire Officer.
Only employees qualified as set forth in the preceding
subsections hereof and in the other pertinent sections
of these Civil Service Rules and Regulations shall be
eligible to hold such promotional positions."

Proposed ordinance
The Civil Service t3oard, at its meeting or May 2, 1978) approved an
amendment to the City of Miami Civil Service Rules and Regulations,
amending Rule XII, Section 4. The Board voted 3=0 in fuvot or the
amendment.
Please have an ordinance amendment prepared to the Rules (Ordinance
Mn. 6945) for presentation to the City Commission in order to ratify
the Board's action an required under Section 63 of the Charter of the
City of Miami.
The effect of the change would reduce from five (5) to four (4) year
the time -in -grade requirements for rire righters to be eligible to
take the rire Lieutenant promotional examination.
The proposed rule would read'as follows:
Section 4. Fire promotions: Employees with four
(4) years of actual continuous satisfactory service in
the classification of Fire Fighter shall be considered
eligible to take a competitive promotional examination
for Fire Lieutenant. Employees with two (2) years of
actual continuous satisfactory service in the classifi-
cation of Fire Lieutenant shall be considered eligible
to take a competitive promotional examination for Fire
Captain. Employees with two (2) years of actual satis-
factory service in the classification of Fire Captain
shall be considered eligible to take a competitive
promotional examination for Chief Fire Officer.
Only employees qualified as set forth in the preceding
subsections gereof and in the other pertinent sections
of these Civil Service Ruler shall be eligible to hold
such promotional position:;.
Upon completion of the amendment, please submit_ for placement on
the City Commission Agenda.

A public hearing relative to a proposed amendment to Civil Service
Rule X11, Section 4, continued from March 7, 1978, will be placed
oh the regular Civil Service Board agenda for the.. Board's; next
meeting to be held on May 2, 1978 in the City Commission Room, City
Nall, 3500 Pah American Drive, Dinner key, with discussion to begin
at 9t15 A.M.
