Status Report on African Square Park
Attached hereto are copies of the Financial - Operational status and the
construction progress of the African Square Park. The operational
component will begin next week in a joint effort between the Sixty Second
Street Community Development Corporation and the Cit3Os Parks and
Recreation Department.
The final inspection on the construction project will be made on May 26,
1978. We will be prepared to present to the City Commission at its next
regular meeting, May 31, 1978, the completed African Square Project for its
acceptance,

I am writing this letter in an attempt to explain the process that we will
have to use in order to implement the staffing and operation of the African
Square Park due to the effect of the freeze on employing CETA staff imposed
by the South Florida CETA Consortium. The African Square Park Project is
also caught up in that freeze.
The method of implementing our contractual obligations with the 62nd Street
Community Development Corporation will be accomplished by redirecting vacant
positions that occur as a result of attrition throughout the City. Presently,
we have four job slots that can be filled in connection with our contract. I
am recommending that the positions of Project Coordinator, Assistant Coordinator,
Secretary and Recreation Leader II be filled in this initial allocation. As
soon as other positions throughout the City become available, the African
Square Park Project will get a high priority in the allocation of these slots.
In the interim, I have requested that the City of Miami Parks and Recreation
Department, on an emergency basis, assign recreational staff to this facility
until we are able to fully fill our agreement through attrition.
I am requesting that representatives of Youth Industries and 62nd Street Com-
munity Development Corporation contact the Departments of Citizen Services,
Finance, Human Resources (Manpower), Management and Budget and Parks and
Recreation for the purpose of clearly defining the proper employment, financial
and operational procedures. By copy of this letter, I am requesting that the
respective departments work with you in implementing these procedures and
follow up with a written report to me confirming the outcome not later than
May 26, 1978.

As you know the completion of this project has been delayed
several weeks because of equipment breakdown, inclement
weather and the extra work requested by Mrs. Range. However,
we expect to be able to hold the final inspection on this
project on Friday, May 26, 1978 and be able to notify the
City Commission on May 31, 1978 that this project has been
completed:
Most of the punch list items have been completed except for
the planting of two trees, repainting and touchup and the
testing of irrigation, electrical and lighting systems.
The two trees are now being rootpruned and will be planted
prior to May 31, 1978. The repainting and touchup cannot
be done until the following extra work requested by
Mrs. Range has been completed:
1. Provide gate at Concession Stand - Completed.
2. Raise the northeast and south walls of the
Amphitheatre -Completed.
3. Paint new walls at amphitheatre - Scheduled for
Monday, May 22, 1973. .
4. Regrade berm areas on north and east sides of
Amphitheatre and replace landscaping in the same
areas - Scheduled for completion on Tuesday,
May 23, 1978.
Repainting and touchup is scheduled for completion on
Wednesday, I•Iay 24, 1978.

This amount exceeds the original contract amount by over
$3,000.00, Prior to proceeding with this extra work, verbal
approval was obtained from the City Manager's office► There
are sufficient allocated funds to cover this overrun of
contract, however, it will be necessary to authorize an
increase in scope at the time of final acceptance by the
Commission.
I have taken the liberty to invite Mrs. Range, Scope Construction,
Inc. and the local consultant to be at the Commission Meeting
to give a status report at 10:30 A.M. on Friday, May 19, 1978.
