PARK AND RECREATIONAL); BY REPEALING ALL ORDI-
NANCES, CODE SECTIONS, OR PARTS THEREOF IN
CONFLICT; AND CONTAINING A SEVERABILITY PROVISION,
WHEREAS, the Miami Planning Advisory Board, at its meeting
of March 1, 1978, Item No. 2(a), following an advertised hearing,
adopted Resolution No. PAB 5-78 by a 6 to 0 vote (2 members absent)
recommending a change of zoning as hereinafter set forth; and
WHEREAS, the City Commission deems it advisable and in the
best interests of the City of Miami and its inhabitants to amend
said Ordinance, as hereinafter set forth;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. Ordinance No, 6871, the Comprehensive Zoning
Ordinance for the City of Miami be, and the same is hereby amended
by changing the zoning classification of Lots 1-14, Block 8, PARRY
DIV (B-127) plus alley to west (to be vacated) MIAMI DIXIE PLAYGROUND
(64-149) less 1-95 right of -way; Lots 1-16, Block 2 and Lots 1, 2,
3(PT), 4(PT), 17(PT), 18, 19, 20, Block 3; SOST SUB (B-27) plus right-
of -way of NW 4th Avenue from north right-of-way line of N.W, 13th
Street north to south right-of-way line of N.W. 14th Street (to be
vacated) plus right-of-way of N,W, 13th Street from right-of-way line
of 1-95 east to west right-of-way line of N.W, 3rd Avenue (to be
vacated), being approximately 1200-1499 N,W, 3rd Avenue, from C-2
(Community Commercial) and R-4 (Medium Density Multiple) to PR (Public
Park and Recreational); and by making the necessary changes in the
toning district tap, made part of the said Orditanee NO, 6871,
by referenee and description it Article ItISection 2 thereof,
Section 2, That all laWa or parts of laws it conflict
herewith be, and the sate ate hereby repealed insofar 'la they ate
it eonflict,
Section 5, Should any part or provision of this ordinance
be declared by a court of competent jurisdiction to be invalid, the
game shall not affect the validity of the ordinance as a whole,

(b) Request for permission to construct and
operate recreational facilities per ARTICLE XVIII-1
PUBLIC PARK AND RECREATIONAL USE - PR DISTRICT per
Section 4(1-3), on above site zoned C-2 and R-4,
proposed to be rezoned PR; inconjunction with
existing Dixie Park adjacent to the west.
To provide for the expansion and development of
Dixie Park.
During construction of 1-95 in the mid -sixties, a
portion of Dixie Park was purchased by the State
for right-of-way. The (1972) Parks for People Bond
Issue allocated funds for expansion and redevelopment
of the Park. Additional land was given to the City
by Dade County Department of Housing and Urban Devel-
opment for this Park expansion because of their in-
ability to develop public housing at this location
("Good Bread Alley").

ANALYSIS:
RECOMMENDATION
PLANNING
DEPARTMENT:
Total acquisition and development costs for
the Park will be $1,3 million, 1=unds are
allocated from Parks for People Bond Issue
(1972) and City and County CDBG funds (years:
1, 3 and 4). Construction activities will
commence shortly and completion is anticipated
within a year.
Expansion and development of this property will
provide major recreational opportunities (including
swimming, baseball) basketball, etc.) for City
residents.
Immediately south of the Park is Douglas Elementary
School; to the west is 1-95. State Road 836 and
NW 14th Street lie to the north and NW 3rd Avenue
is to the east. NW 3rd Avenue is predominantly
commercial with numerous vacant parcels. St.
John's Baptist Church, a dental office and a grocery
store are adjacent to the eastern edge of Dixie Park.
Access is provided by NW 3rd Avenue and NW 14th
Street.
Parks for People Task Foce District 5 (1972) and
the Culmer Community Development Task Force (1975)
have endorsed this project. It will provide greater
recreational opportunities for the community and
City residents.
