WHEREAS, the City Commission adopted Ordinance No. 8731 on December 16, 1977 establishing revenues and appropriations for the City of Miami, Florida for the fiscal year ending September 30, 1978; and WHEREAS, the City of Miami entered into an agreement with the University of Chicago on December 2, 1974 under the Cohen Consent Decree testing requirements; and WHEREAS, Resolution 75-447, adopted May 8, 1975, authorized payments for services rendered by the University of Chicago; and WHEREAS, two invoices for services rendered by the University of Chicago for the period July 1, through December 31, 1977, amount to approximately $51,000; and WHEREAS, on March 7, 1978 the City Manager approved a 30-man recruit class for the Fire Department with a $141,000 requirement for salaries to cover the cost of recruits to be employed by the City for June 5 through the end of fiscal year 1977-78; and WHEREAS, the Fire Department projection for layoffs in fiscal year 1977-78 reduced the amount budgeted for Holiday Pay; and WHEREAS, Resolution 77-970 provided that no layoffs would occur; and WHEREAS) it is ptojected that $54 660 will be heeded to Rind the Fire bepatti eht's ticiiday pay allocation for the remainder of the fiscal year; and WRtiltAg, Resolution 77970 stipulated that the four (4) uniforM Police positions originally scheduled for deletion ftoT the General Fund and addition to MA funding be retained in the General Fund; and WHEREAS, an amount of $37,276 is needed to fund these positions for the period February 24 through September 30, 1978; and WHEREAS, funds are available in the General Fund - Special Programs and Accounts- Reserve for Severance Pay in the amount of $286,276 to cover the aforesaid expenses; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 8731, adopted December 16, 1977, as amended, is hereby further amended, as follows:1/ "Section 1. The following appropriations are made for municipal operations of the City of Miami, Florida for the fiscal year 1977-78, including the payment of principal and interest on all General Obligation Bonds. The attached proposed ordinance addresses a number of budgetary problems outlined in my May 2, 1978 memorandum to Richard Fosmoen, Acting City Manager. ( A Copy is attached.) The City of Miami has had a contract with the University of Chicago for testing services since December 2, 1974 to fulfill the require- ments of the Cohen Consent Decree. The requirement to prepare, monitor, and score entrance and promotional examinations in the Police Department for a three-year period was fulfilled as of December 2, 1977. A two-year requirement remains for test valida- tion only. The University of Chicago has continued to render testing service to the City of Miami and has submitted two invoices totalling approximately $51,000. The attached proposed ordinance would appropriate that amount from the General Fund, Special Programs and Accounts, Reserve for Severance Pay, to the Department of Human Resources for the purpose of paying the required charges. On March 7, 1978, you approved the implementation of a 30-man recruit class for the Fire Department with a $141,000 require- ment to cover the salaries for recruits employed from June 5, 1978 to the end of the 1977-78 fiscal year (See the attached April 12, 1978 memorandum from Chief Brice). The proposed ordinance would appropriate $141,000 from the General Fund, Special Programs and Accounts, Reserve for Severance Pay to the Fire Department to support the recruit class. During the FY 1977-78 budgetary process, the amount budgeted for Fire Department holiday pay was reduced in anticipation of• layoffs. A deficit of $54,000 in this account is now projected for fiscal year 1977-78. The attached proposed ordinance would appropriate $54,000 from the General Fund, Special Programs and Accounts, Reserve for Severance Pay to the Fire Department for the purpose 8800 EMMA w 111111.111111MINIMINIMINNINI Me- Joseph R. Passage of the proposed ordinance would provide funding for the above mentioned budgetary problems by transferring the needed amounts from the General Fund - Special Programs and Accounts Reserve for Severance Pay to the appropriate Departments for a total of $283,276.
