HomeMy WebLinkAboutR-78-0334RESOLUTION NO. 7 8_4. .33 4 A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT A GRANT APPLICATION TO THE BUREAU OF CRIMINAL JUSTICE PLANNING AND ASSISTANCE, DIVISION OF STATE PLANNING, DEPARTMENT OF ADMINISTRATION, STATE OF FLORIDA, FOR THE FUNDING OF A DATA ACCESS RADIO NETWORK (DARN) PROJECT AND TO ACQUIRE MOBILE TRANSCEIVERS WITH 800 MEGAHERTZ (MHz) FREQUENCY, ESTAB- LISH TWO DEDICATED DIGITAL CHANNELS IN THE 800 MHz BAND, HAVE THESE CHANNELS OPERATIONAL WITHIN THE PROJECT PERIOD AND LOADED TO 90% RECOMMENDED CAPACITY AND TO HAVE A FULLY FUNCTIONAL MOBILE DIGITAL TERMINAL SYSTEM OPERATING OVER THE TWO DATA CHANNELS SUPPORT- ING AND INQUIRING INTO THE FOLLOWING, COMPUTER AIDED DISPATCH, LOCAL DATA BASE, DADE COUNTY CRIMINAL JUSTICE INFORMATION SYSTEM, DIVISION OF HIGHWAY SAFETY AND MOTOR VEHICLES, FLORIDA CRIMINAL INFORMATION CENTER, NATIONAL CRIMINAL INFORMATION CENTER AND NATIONAL LAW ENFORCE- MENT TELETYPE SYSTEM; PROVIDING FOR THE ALLOCA- TION OF $12,758.00 AS THE CITY'S CASH MATCH FROM THE FISCAL YEAR 1977-78 BUDGET, SPECIAL PROGRAMS AND ACCOUNTS, MATCHING FUNDS FOR FEDERAL GRANTS; AND FURTHER AUTHORIZING THE CITY MANAGER TO ACCEPT THE GRANT AND EXECUTE THE NECESSARY AGREEMENTS TO IMPLEMENT THE PROGRAM UPON RECEIPT OF THE GRANT. WHEREAS, there exists a continuing need to provide accurate and rapid exchanges of information to Miami Police Department Patrol Units; and WHEREAS, the communications system that exists and is still developing at the Miami Police Department is designed to utilize new channels of radio communication set aside a Federal Communi- cation Commission designated band of 800 Megahertz; and WHEREAS, the Police Department will utilize these newly authorized 800 MHz bands to link the Miami Police Department Mobile Digital Terminals with an existing system of internal and external computers which have access to local and national data bases; and WHEREAS, this link will be established through the Data Access Radio Network (DARN) Project which will acquire obil) - i EX range, ceivers with the 800 MHz frequencyand e1�OCl ++ g WHEREAS, the successful completion of this project will result in a system that will; 1. Establish two dedicated digital channels in the 800 MHZ band; 1, Have these two channels operational within the project period and loaded to 90% recommended capacity; 4. Reduce queuing (waiting) time to 0.1 second 95% of the time for data exchanges; 5. Have fully functional MDT systems operating over the two data channels supporting and inquiring into the follow- ing system: (A) Computer aided dispatch functions and status up- dates; (B) Miami Police Department field support local data bases; (C) Dade County Criminal Justice Information System, Division of Highway Safety and Motor Vehicles, Florida Criminal Information Center, National Criminal Information Center and National Law Enforcement Teletype System; 6. Reduce voice traffic on information channel by 75% and reduce voice traffic on dispatch channels by 30%; 7. Increase the number of field inquiries by 300% and number of "hits" (recovered stolen property, wanted person, etc.) by 50%. 8. Reduce repair time on mobile radios by 40 man hours per month. NOW, THEREFORE, be it resolved by the Commission of the City of Miami, Florida, Section 1. The City Manager is hereby authorized to file in behalf of the City an application in the form prescribed by the Florida Bureau of Criminal Justice Planning and Assistance in conformity with Public Law 90-351, as amended, for a grant to be made to the City to assist in defraying the cost of the project, known as the DARN project, generally described above. Section 2. If such grant be made, the City shall provide or make necessary arrangements to provide such funds and in -kind contributions in addition to the grant as may be required by the said Act to defray the cost of the project generally described •above. Section 3. The City i8 aware that at least 50% of the miniinun required non-federal cost of the project be appropriated cash and that such City funds designated as local hard cash contributions in all related project budget schedules that are to be provided by the City are hereby appropriated new City funds for Criminal Justice use for the express purpose of match- ing the LEAA funds and have been provided for in the Special Programs and Accounts of the the amount of $12,758.00. Section 4. (a) The City furnish such information and necessary to enable the City accept the grant and execute 1977-78 City Fiscal Year Budget in Manager is hereby authorized to take such other action as may be to qualify for said grant and to all necessary agreements to implement the project upon receipt of the grant. (b) The City Manager is hereby designated as the City's authorized representative for the purpose of furnishing to the Florida Bureau of Criminal Justice Planning and Assis- tance such information, data and documents pertaining to the application for said grant as may be required and otherwise to act as the authorized representative of the City of Miami in connection with this application. (c) If such grant be made, the City of Miami shall maintain such records necessary and furnish such informa- tion, data and documents as required by the Florida Bureau of Criminal Justice Planning and Assistance to support the implementa- tion of the project generally described above. Section 5. This resolution shall take effect immediately upon its adoption and certified copies hereof are to be included as part of the application for the herein grant to be submitted 3 - to the Plorida Bureau of Criminal Justice Planninq and Assistance. This project is funded through a LEAA Grant and matching state and local funds. The purpose of this Grant is to: 1. Equip all 150 uniform cars with new 800 MHZ Mobile Radios. 2. Establish two dedicated digital channels in the 800 MHZ Band. 3. Have these two channels operational within the project period and loaded to 90% recommended capacity. 4. Reduce queuing (waiting) time to 0.1 second 95% of the time for data exchanges. 5. Have fully functional MDT System operating over the two data channels supporting and inquiring into the following systems: A. Computer Aided Dispatch functions and status updates B. The method of funding this grant is as follows: LEAA Share Requested @ 90% $ 229,635 State Match @ 05% 12,758 *Local Match @ 05% 12,758 Total. Budget S 255, 151 LEAA requires a formal resolution from the City Commission to be tta.:hed to the application. The proposed resolution, whion conforms with the conditions set forth in the subgrant app iach and Instruction Manual, are enclosed. *Matching local funds for this project are provided for in the Special Programs and Accounts, as provided for in the City Budget.
